About this file
This statement of work describes requirements for the design, delivery, and installation of an aircraft wash rack system. The U.S. Coast Guard requires a portable wash rack capable of washing four types of aircraft and engines at its aviation logistics centers. The system must include a steel wash pad with drainage and pumping to a 500-gallon wastewater containment tank, as well as portable steel containment walls and ramps movable by forklift. The contractor will deliver manuals and provide training. Key requirements include wash rack dimensions, drainage and pumping specifications, material durability, ramp slope, and wall height. Final acceptance will be conducted by the Medium Range Surveillance Engineering Officer in consultation with facility stakeholders. The related solicitation is for this aircraft wash rack and was issued by the Department of Homeland Security U.S. Coast Guard.

Statement of Work for MRS & LRS Aircraft Wash Rack
Solicitation 70Z03823QL0000129
1. BACKGROUND:
1.1. The United States Coast Guard (USCG) Medium Range Surveillance (MRS) and Long
Range Surveillance (LRS) product lines are unable to perform multiple functions associated with aircraft and engine washing without exhausting an extensive amount of labor hours due to environmental factors. Upon arrival at Aviation Logistics Center, the aircraft require airframe and engine washes to not only provide a clean surface to perform detailed inspections and enable the preservation of critical components, but also to ensure harsh contaminates are removed to decrease the chemical reaction with the exposed metallic surfaces. USCG MRS and LRS currently have four different airframes and four different aircraft engines that the wash rack will have to accommodate.
1.2. The four different aircraft types are HC-144, C27J, C130J, and C130H and are uniquely equipped to perform all USCG missions that include maritime response, maritime prevention, maritime security operations, defense operations and search and rescue. The original equipment manufacturer for each aircraft is as follows:
• HC-144 is manufactured by CASA - Airbus Military.
o Powered by two General Electric CT7-9C3.
• C27J is manufactured by Leonardo o Powered by two Rolls-Royce AE2100D2.
• C130H is manufactured by Lockheed Martin o Powered by four Rolls-Royce T56-15A.
• C130J is manufactured by Lockheed Martin o Powered by four Rolls-Royce AE2100D3.
2. SCOPE:
2.1. The Contractor shall design, ship, and install a wash rack capable of providing the space to safely perform an aircraft wheel well wash of the following aircraft: HC-144, C27J, C130J and C130H along with their applicable engines. The design of the wash rack shall include ramps for the aircraft to enter and exit the wash rack. The wash rack shall include walls to assist in the collection of overspray. The walls should not interfere with the movement of the aircraft on and off the wash pad.
2.2. In addition to the installation of the wash rack, the contractor should be able to provide installation manuals, maintenance manuals, and instruct the workers on how to operate, clean, and maintain the wash rack. The wash rack will be cleaned after each use.
2.3. The wash rack is being constructed to address the environmental requirements of the
Clean Water Act. The wash rack should be able to collect the wastewater from washing the aircraft or engines and then pump it into a containment tank.
3. REQUIREMENTS:
Contractor Shall:
3.1. Design a portable aircraft wash rack pad, with ramps and containment walls, using portable pods for the wash rack pad, portable containment walls, and portable ramps

Solicitation 70Z03823QL0000129 assemblies.
3.2. Design the individual assemblies to be easily moved by a forklift with a 5000-pound capacity.
3.3. Design the wash rack pad within the minimum and maximum ranges of measurement as depicted in attachment A.
3.4. Design the wash rack pad, containment walls, and ramps using steel or other suitable material capable of withstanding the harsh environmental abuse associated with the weather.
3.5. Design the wash rack pad to drain the wastewater into a trough or collection area capable of being drained with a sump pump.
3.6. Design the sump pump to pump the wash rack pad during washes.
3.7. Design the wastewater tank to collect a minimum of 500 gallons of wastewater.
3.8. Design the wash rack ramps to have a slope less than of 4% after installation to the wash rack pad.
3.9. Design the wash rack with containment walls that are no more than 4 feet tall from the top surface of the wash rack pad.
3.10. Make the containment walls from similar materials as the wash rack pads.
3.11. Install the wash rack pad, containment walls, and ramps to include any necessary site work at Heavy Maintenance Facility (HMF) #1 & HMF #2 at the site designated by the Medium Range Surveillance General Foreman or the HC144 Day Shift Supervisor.
4. DELIVERABLES
4.1. The contractor shall deliver a wash rack pad with ramps on both sides and containment walls as per attachment A.
4.2. The contractor shall deliver a waste containment tank, and sump pumps.
4.3. The contractor shall deliver applicable manuals, and documentation for the wash rack pad, sump pumps, waste containment tank, and ramps.
4.4. The contractor shall provide training on the use of the sump pump and wastewater container.
4.5. The contractor shall provide training on the assembly of the wash rack pad, containment walls, and ramps.
5. GOVERNMENT FURNISHED ITEMS
5.1. One forklift with a forklift driver to assist with the unloading and installation of the wash rack.
5.2. The forklift shall have a capacity rating of 5000 pounds.
6. FINAL ACCEPTANCE
6.1. Shall be conducted by the Medium Range Surveillance Engineering Officer (MRS EO).
6.2. The MRS EO will accept input from the following entities for the Final Acceptance of the Wash Rack: Base Elizabeth City Facilities Engineering Division, Safety and
Environmental Health Office, Long Range Surveillance EO, and Industrial Operations
Division Engineering Branch.
