General Information
1.0 Scope of Work
Furnish all labor, materials, equipment, and other incidentals to replace existing cooling system with high efficiency natural gas HVAC split system.
2.0 Background
The AC split system to be replaced was installed in 2005, current unit is comprised of a 5-ton outdoor condenser and indoor air handler with appropriately sized evaporator coil and is capable of cooling only (outdoor condenser, indoor air handler) a natural gas hydronic boiler is used to provide winter heating, with a hot water coil in the AH. Due to the age of the boiler, and that this unit comprises one complete heating loop, installing this unit will allow closing off this loop, and utilizing a more energy efficient means of heating and cooling this area of the building, in turn, extending boiler life cycle, as well as saving money.
Contractor Requirements
3.0 Technical Requirements / Tasks
This project will involve the removal and disposal of the existing AC unit (outdoor condenser, indoor air handler) and old refrigerant piping and the installation of the new natural gas furnace, outdoor condenser, refrigerant piping, PVC vents, gas-line, indoor evaporator coil, and any needed electrical wiring, as well as any new duct to tie new furnace to existing duct. Contractor shall do a heating and cooling load calculation before ordering outdoor and indoor coils to ensure new unit is sized correctly for the areas to be cooled and heated (current unit is 5-T). A 1” gas line will need to be installed and can be utilized for the new furnace. Currently installed ductwork can also be utilized for this project, but a 3”, schedule 40 PVC, vent will need to be installed for fume venting the new indoor furnace to the outdoors as well as fresh air intake. Work will be done during normal business hours (7:00am-5:00pm M-F) With COR approval contractor may be able to work outside of “normal” hours. This project should be done in a 1–2-week period.
The contractor will provide all labor, equipment, material, supervision, transportation, clean up and related services to perform the following:
1. Remove existing AC unit (2) indoor air handler, (2) outdoor condenser, and old refrigerant piping, as well as indoor hot water coil, and cap off supply and return water lines at the shut-off valve.
2. Install new Natural Gas Furnace and outdoor condenser, as well as indoor evaporator coil.
3. Install one 1” BIP “tee” and approx. 40 ft. of 1” gas line and any other necessary fittings to connect gas to new indoor unit (all state, Federal, and local codes apply), and install PVC fume vent, and fresh air intake piping to outdoors, size and gauge determined by state and local codes as well as manufactures installer codes.
4. Existing electrical can be utilized for indoor and outdoor unit but will need to be inspected to make sure wire gauge and breaker size is sufficient for the new units.
5. Install new copper refrigerant line sets from indoor to outdoor unit, charge with nitrogen and leave for 24hrs, to leak check new units. Units must maintain constant pressure for the 24hr period before installation can resume.
6. Install 7-day programmable thermostat and program per COR direction.
7. Start unit and test both heating and cooling modes as well as testing cfm at all supply and return grills to guarantee adequate air supply in all rooms as well as to the indoor units (size to all Federal, State, local codes).
8. Clean work area and instruct maintenance staff on care and maintenance of new units.

Basis of Award:
One contract will be awarded to the lowest responsive and responsible quote, based on the total quoted price.
Deliver HVAC units, materials and accessories in manufacturer’s protective containers with labels intact and legible. Comply with manufacturer’s instructions for storage and handling. Extra materials to be stored where directed
6.0 Travel
Identify any travel requirements, locations involved, number of trips (if known), and duration of anticipated travel. Specify responsibility for travel reimbursement, e.g., the contractor or the Government. If the travel will be reimbursed by the Government, discuss the method of reimbursement, e.g., in accordance with Federal/agency travel regulations. State the Government official authorized to approve contractor travel, e.g., the Contracting Officer or Contracting Officer Representative.

7.0 Contractor’s Key Personnel
The Contractor shall designate one supervisor for satisfactory supervision on the contract work. The Contractor or his/her on-site representative shall be available at all times when the contract work is in progress to receive notices, reports, or requests from the (COR) or his/her representative. It is the policy of the USDA Forest Service that Government direction or supervision of Contractor’s employees, directly or indirectly, shall not be exercised.
The Contractor shall provide, in writing to the COR, at least five work days prior to the contract starting date, and each time there is a change, the names, telephone numbers, and addresses of on-site supervisors. The term “on-site supervisor” means a person designated in writing by the Contractor who has authority to act for the Contractor on a day-to-day basis at this work site and to accept and sign inspection reports and all other correspondence on behalf of the Contractor. The personnel employed by the Contractor shall be capable employees qualified in this type of work. As stated elsewhere, the Contractor shall be responsible for, among other things, all damage to the government property resulting from the operations. Damage to the building or its equipment by the activities of his/her employees will fall into this category. Contractor is responsible for removal of all debris and waste generated during the performance of this contract.
8.0 Security Requirements
Specify security requirements that apply to the contract performance. Specify the level of clearances required and identify positions that are applicable.
Contractor personnel will need to sign in and out daily, and sign AD-107 for electronic key card for building access The Government will not be responsible in any way for damage to contractor’s equipment or personal belongings brought onto Government premises during the performance of this contract.
