STATEMENT OF

WORK FOR

INSTALLATION OF 1 Secure Video Teleconference (SVTC) Suite for AFGSC/A5/8 Front Office Building 5576 Suite 136

66 Kenney Ave, Barksdale AFB, LA 71110

1.0 Background

This Statement of Work (SOW) describes the installation requirements for a dual classification SVTC suite for Air Force Global Strike Command: 66 Kenney Avenue, Suite 136, Barksdale AFB, LA 71110 BLDG 5576 (AFGSC/A58 Conference Room Suite 136)

2.0 Scope

This contract effort is to install 1 complete SVTC suite in building 5576 Room 134 on Barksdale AFB LA. There is currently a dual classification system in place. This requirement will be a rip and replace the SVTC system. All current equipment will be removed except for the Government Furnished Equipment (GFE). All new equipment, provided by the vendor, will be installed, and reconnected with the GFE (i.e., GFE wall mounted monitors, ceiling mics/speakers and one 3 bay credenza).

2.1 Install a dual classification single CODEC SVTC system. For NIPR operations the camera and microphones will be routed to the local PCs with the ability to attend meetings via Microsoft TEAMS, Zoom.gov or any other video teleconference platforms. For SIPR operations the camera and microphones will be routed to a local PC with the ability to attend meetings via GVS, SDCS etc. In addition to audio and video from the camera, the system must be capable of broadcasting files (i.e., PowerPoint slides, Microsoft Excel, Microsoft Word, PDF etc.) through the SVTC system via SIPR and NIPR.

2.2 The equipment should include CISCO CODECS and a touchscreen Control System that must be able to seamlessly interface with a CISCO VTC bridge and should be available at the table-head. Programming of the new system will be included in the contract effort. CISCO products are also required because of the DoD Joint Enterprise Level Agreement with CISCO. This agreement allows for users to have access to CISCO Smart Net Total Care technical support and additional resources from CISCO. The classification levels processed in the room shall be at the SECRET level. AFGSC/A58 and AFGSC/DSV r equires a One-year Maintenance contract upon installation completion. Work outside of normal duty hours will have to be coordinated.

3.0 Objectives

The SVTC systems will be installed to obtain and disseminate information from HQ AFGSC, Barksdale AFB, LA.

4.0 Task Requirements

4.1 Tasks

4.1.1 Provide all associated miscellaneous parts, hardware, and labor to design and install 1 Dual Classification CISCO SVTC system to meet applicable use specifications.

4.1.2 Systems shall have the ability to transmit and receive audio and video via a locally connected PC utilizing Microsoft Teams, Zoom.gov or any other video teleconference software that may be used.

4.1.3 Systems will be tested for complete operational capabilities to include all touch panel buttons, audio and video capabilities. These tests will be completed through connections to the AFGSC VTC bridge, Microsoft TEAMS, Secret Defense Collaboration Service (SDCS) and Global Video Services (GVS) connections.

4.1.4 Upon completion of the installation, training shall be provided for 5 personnel.

4.1.5 Provide equipment listing with the proposal as it will need to be approved by AFGSC. Upon completion of the installation, provide documentation outlining the equipment sunset/end-of-support dates, diagram, blueprints, and installation documents.

4.2 Requirements

4.2.1 Equipment utilized for the system installation

4.2.2 Wired keyboard and mouse setup is required for Unclassified and Secret PC operations

4.2.3 Room floor plan (attachment #2) is attached, and coordination will be required by the customer and the 2nd Communications Squadron

4.2.4 The system will include classification signage to be displayed within the facility as well as outside of the main door entrance to the room

4.2.5 The system must have unclassified and secret audio-conferencing capabilities integrated and able to be utilized (i.e., dialed) via the system’s main touchscreen panel.

4.2.6 All equipment will be Joint Interoperability Test Command (JTIC) certified. Equipment must be certified to operate on the DoD Information Network.

4.2.7 The system will have the ability to transmit the SIPR and NIPR PCs via the

SVTC as described in paragraph 2.1.

4.2.8 Finally, equipment programming is required to be accomplished onsite by the program code writer. This will alleviate any issues with getting the code corrected if there are any issues discovered in the original programming code. Any delays caused due to coding and/or inadequate on-site code writing support will not be the government's responsibility

5.0 Government Furnished Property – Equipment

5.1 While on site to support the VTC installation requirements, the contractor may use power, water and restroom facilities while operating within the work areas of building 5576.

5.2 Laydown/Storage area – Please coordinate with the Site POC for storage or laydown area as needed.

6.0 Security Requirements – Base/Site Access

6.1 All commercial vehicles are required to enter Barksdale AFB through the East Gate, just off I-20 and Industrial Drive. This includes construction, food, supply, FedEx, and UPS deliveries, as well as contractors entering with company trucks.

Contractors entering in their privately owned vehicles with an approved pass will be allowed entry at any gate. Hours of operation for the East Gate are 5:45am – 5:45pm, 7 days a week. For either the site visit or submission of proposals, all personnel requesting access to Barksdale Air Force Base must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation includes a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. Personnel requesting vehicle access to Barksdale Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.

6.2 The Contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF Records Management procedures in Air Force Instruction (AFI) 33-322, Air Force Manual (AFMAN) 33-363 and Air Force Instruction (AFI) 33-364 (or their subsequent replacements)

6.3 Upon award, contractor needs to submit a visit request for the personnel performing the implementation and commissioning of the system. Unclear personnel will need to be escorted and if there is a need to bring PCs for coding or completion of the installation, the contractor needs to coordinate with AFGSC security manager and 2nd Communications Sq to ensure processing devices are clear into security-controlled areas.

8.0 Period of Performance

The contractor will have 90 calendar days from contract award to equipment installation. Pre coordination between the Contracting Officer and the Site POC will be required after contract award, to establish the installation date in order to de-conflict any known mission events or complete any other required site preparations.

9.0 Hours of Work

Work on this project shall be accomplished during the following times, except federal holidays.

Monday – 0800-1600 Tuesday – 0800-1600 Wednesday – 0800-1600 Thursday – 0800-1600 Friday – 0800- 1600

Any work desired to be accomplished during other than the posted hours will require prior approval of the Contracting Officer & Site POC. The Contractor must submit a written request to the Contracting Officer no later than the preceding Wednesday of the current work week.

Contractor work requiring shutting down facility power will need to be coordinated with facility POCs in advance of requested power outage. Although not anticipated with this project, in cases where power outage requests may affect critical functions affecting the facility’s primary mission systems, power outage requests are required 2 days in advance due to critical operations within the building areas.

It should be noted that the Contractor's performance may be interrupted from time to time because of high priority mission schedules or no-notice events. For each calendar day and/or portion of a calendar day that the contractor is removed/denied access from the job site, the contractor schedule will be adjusted by one calendar day.

10.0 Federal Holidays

No work is authorized on Federal Holidays. The following Federal holidays are normally observed by Government personnel:

New Year Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day, and any other day designated by Federal Statute, Executive Order, and/or Presidential Proclamation.
