About this file

This is a Statement of Work (SOW) for Cobalt-60 reload services for a Foss Therapy Model 484F-C Cobalt-60 irradiator at the USDA APHIS Phoenix Rearing Facility in Phoenix, Arizona. The requirement is for the complete reload of Cobalt-60 material into the existing irradiator unit. The United States Department of Agriculture (USDA), through its Animal and Plant Health Inspection Service (APHIS) and Plant Protection and Quarantine (PPQ) division, intends to award this work as a sole source purchase order to Foss Therapy Services, Inc. (UEI: TADAL13NTM57) under FAR Part 12 commercial item procedures. The work represents a specialized service that leverages the proprietary designs, engineering tolerances, and mechanical specifications of the Model 484FC irradiator, which Foss Therapy Services retains exclusive rights to.

Pricing for the contract shall be all-inclusive and must account for all costs necessary to perform the required services, including overhead, general and administrative expenses, profit, insurance, transportation, labor, equipment, and supplies. While this is a sole source award, the Government has issued a presolicitation notice inviting all responsible sources to submit capability statements by September 15, 2026, to provide an opportunity for competitive consideration. Responses and inquiries should be submitted via email to Latisha Hollman at Latisha.A.Hollman@usda.gov. The Government will not reimburse any costs incurred in responding to this notice, and any determination to proceed with a competitive procurement remains solely within the Government's discretion.

Project Cobalt-60 Reload of Foss Therapy Model 484F-C Cobalt-60 Irradiator.

General Information

1.0 Scope of Work

· Reload irradiator between November 2026 and February 2027.

· Include travel, transportation, handling, and disposal of depleted sources in accordance with regulatory requirements.

· Provide documentation of reload and certification of continued operational safety.

2.0 Background

The Phoenix Rearing Facility (PRF) is part of a federally appropriated program that aligns with the Congressional Findings in Specialty Crops Competitiveness Act (7 U.S.C. 1621 et seg.) The (PRF) is testing the Sterile Insect Technique (SIT) to determine how it can be used as a tool in an area-wide IPM program for the California Nut Industry.

USDA PRF has been at its current location since 1992. The building covers 69,000 square feet. The PRF is currently producing over 750,000 sterile navel orangeworm (NOW) moths 6 days a week with the goal of doubling that within the next year and continuing to increase production over the next few years. At the current rate and age of our cobalt Co-60 sources, it takes over 8 minutes for each irradiation cycle to reach the required dose of 30 kilorad. Over 8 cycles are required to sterilize enough insects for the day’s shipment. Due to this the total irradiation time is over 90 minutes and will continue to increase as the radioactive material decays. The goal of increasing the number of sterile insects requires a shorter irradiation time.

The purpose of this Statement of Work is to allow the PRF to maintain its capability to irradiate NOW moths at 30 Kilorad in less than 5 minutes. The optimum irradiation time after proper calibration time will be no greater than 2 minutes per irradiation cycle.

Contractor Requirements

3.0 Technical Requirements / Tasks

The Contractor shall as of the Contract Award Date and for the duration of this contract be appropriately licensed by the Nuclear Regulatory Commission (NRC) and/or Agreement State, to perform Manufacturing and Distribution (M&D) activities on a Foss Therapy Model 484F-C Cobalt-60 Irradiator.

The Contractor is responsible for shipping and transportation of the sources and is responsible for the proper packaging and security of the radioactive materials in compliance with the NRC and Department of Transportation (DOT) regulations. The Contractor, shall as of the Contract Award Date or within a reasonable, defined schedule, possess a current NRC-approved DOT Type B Transportation Quality Assurance (QA) Program to package and transport Type B quantities of Co-60 or contract with a vendor that is properly licensed and possess a Type B QA program.

Contractor must possess and present in advance of Cobalt 60 reload, all necessary licenses and authorizations, including Trustworthy and Reliable determination documentation, required by the US Nuclear Regulatory Commission, as well as the USDA Radiation Safety Division, which demonstrate regulatory approval or authorization to work on this machine at this location.

3.1 Cobalt-60 Reload

3.1.1 The Contractor shall complete a turn-key Cobalt-60 source reload operation of the Foss Therapy Model 484F-C Cobalt-60 Irradiator. The Contractor shall install approximately 20,000 Curies of Cobalt-60 into the Foss Therapy Model 484F-C Cobalt-60 Irradiator.

3.1.2 The new source capsules shall be approved for use in the Foss Therapy Model 484F-C Cobalt-60 Irradiator by the NRC. Contractor must provide sealed source certifications as well as proof of size, activity, and serial number for each source prior to delivery to the designated location. Leak test certificates shall also be provided to USDA.

3.1.3 Contractor is responsible for the delivery of the sources to and from the designated locations using methods in accordance with the NRC, DOT, and/or any applicable Agreement State regulations.

3.1.4 Contractor shall maintain security of the radiation sources in accordance with NRC and/or Agreement State requirements and the contractor’s license conditions at all times during the reloading of an irradiator. USDA will provide additional security during installation and ensure that the installed irradiator meets NRC requirements and USDA license conditions.

3.1.5 Contractor is responsible for arrangements of any material handling equipment such as forklifts during the reload operation. The contractor must provide all appropriate radiation exposure monitoring instruments and tools to the site.

3.1.6 Contractor is responsible for the proper removal, transportation and disposal of USDA’s depleted sources in accordance with NRC or Agreement State regulations. The contractor shall provide source transfer documentation to USDA upon taking possession of the current Co-60 sources.

3.1.7 The contractor shall clean source tubes and change or clean source rods in the irradiator. All existing sources must be removed from the irradiator before cleaning of the source tubes is carried out.

3.1.8 Contractor shall be responsible for properly spacing all sources in Foss Therapy Model 484F-C Cobalt-60 Irradiator to optimize radiation dose to NOW canisters per PRF requirements.

3.1.9 After the reload, Contractor shall conduct an external radiation level survey and demonstrate that the limits are not exceeded for Foss Therapy Model 484F-C Cobalt-60 Irradiator specified in the National Sealed Source and Device Registry (NSSDR). Contractor shall be responsible for providing/installing any additional shielding necessary to meet these specified external radiation levels at no extra cost to the government. Contractor shall provide the designated Radiation Safety Officer (RSO) with a report demonstrating the external survey results within two (2) days of work completion.
