STATEMENT OF WORK

1. GENERAL INFORMATION

1.1 Shipping Location

1.1.1 Unless specified otherwise on individual Delivery Orders all items within this contract shall be shipped to the following address:

USCG Surfaces Forces Logistics Center (SFLC) Receiving Room, Building 88 2401 Hawkins Point RD Baltimore, MD 21226

1.1.2 In certain instances Maintenance Parts Kits may require direct shipment to cutters as designated on individual Delivery Orders. Any increase in shipping costs incurred by shipping to a location other than location designated in 1.1.1 above shall be addressed and negotiated on applicable Delivery Order.

1.2 Preservation, Packaging and Marking (PP&M)

1.2.1 Unless otherwise stated within a delivery order (i.e., for shipments to locations other than location identified in paragraph 1.1.1 above), the contractor shall package each kit, davit, or assembly in accordance with ASTM D3951. The contractor shall mark (stencil) the shipping/packaging container with the following information:

· National Stock Number (NSN) – (as determined/ applicable)

· Item Name: (as determined)

· Part Number: (as determined)

· Shipping weight: (as determined)

· Government Contract Number: (as determined)

· Maintenance Procedure Card (MPC) Number (as determined/ if applicable)

3.1.2. Requirements

3.1.2.1 Maintenance Part Kit Requirements. Using references in paragraph 3.1.1.1 above as guidance, the contractor shall provide the maintenance parts kits (Items 1 – 8 in Welin Lambie Catalog) as specified on delivery order(s).

3.1.2.1 Pressure Gauge Calibration. The contractor shall ensure any pressure gauges provided in maintenance parts kit are IAW BS EN 873-1 and are calibrated with reference to the contractor’s master calibration gauge. Affix calibration labels to faces of all gauges noting the calibration facility and dated tested.

3.2.2. Requirements

3.2.2.1 Overhaul Parts Kits Requirements. Using references in paragraph 3.2.1.2 above as guidance, the contractor shall provide maintenance overhaul kits in accordance with Part Number 892-02053, 4-year davit in-place Overhaul Kits, (Welin Lambie Parts Catalog for Model TW.PIV 5.0B Davits) as specified on individual delivery orders.

3.2.2.2 Kit Assembly. The contractor shall individually assemble and package each overhaul kit, PN 89202053. For the individual assemblies (sun-kits) included in PN 892-02053, the contractor shall package these assembly contents separately within each overhaul parts kit (PN 892-02053).

3.2.2.3 Pressure Gauge Calibration. The contractor shall ensure all pressure gauges provided in the maintenance overhaul kit are in accordance with BS EN 837-1 and are calibrated with reference to the contractor’s master calibration gauge. Affix calibration labels to faces of all gauges noting the calibration facility name and date tested.

3.2.3. Notes None.

Task 3.3 - Factory Inspect, Test, and Overhaul Davits (Model TW.PIV 5.0B)

3.3.1. Scope

3.3.1.1 Intent. This work item describes the requirements for the Contractor to inspect, test, and overhaul Government furnished Welin Lambie TW.PIV 5.0B Dual Point Davits.

3.3.1.2 Mandatory Replacement Parts. The contractor shall renew parts listed in Schedule B, Welin Lambie Parts Catalog for Model TW.PIV 5.0B Davits. These are mandatory parts required to be renewed. The parts specified may not be all-inclusive of parts that may need to be renewed. All additional parts recommended by the contractor for renewal because of inspections in paragraph 3.3.2.1.6 (Additional part renewal) below shall be addressed via results of inspection report and contracting officer approved change request (CR).

3.3.2. Requirements

3.3.2.1 General. The contractor shall accomplish all work herein in accordance with SFLC Std Spec 5000, TP 3943, and using references in paragraph 3.3.1.3 above for guidance and direction. For reference, the Safe Working Load (SWL) of davit is 11,000 lbs.

3.3.2.1.1 Place of Performance. The contractor shall accomplish the "Factory Inspect, Test, and Overhaul Davits (Model TW.PIV 5.0B)” requirements at Welin Lambie in the United Kingdom or Welin Lambie Overhaul facility within the continental United States.

3.3.2.1.2 Protective Measures - Hydraulic System. The contractor shall maintain existing hydraulic system cleanliness and take all necessary precautions to prevent the introduction of contaminants into the hydraulic system. Whenever disconnecting or removing components from the hydraulic system, the contractor shall completely seal all openings to the rest of the system, immediately, using either caps (for externally threaded connection points), bolt-on blanks, or taped-on discs/covers composed of durable plastic or sheet-metal no less than 1/16-inch thick.

NOTE

Plastic bags may be used only when arrangement or configuration prevents the use of the other sealing methods specified above.

3.3.2.1.3 Non-structural Fasteners and Grease Fittings. The contractor shall renew all non-structural fasteners and grease fittings with 300-series stainless steel. Non-Structural fasteners include roll pins, circlips, cotter pins and other fasteners.

3.3.2.1.3.1 Elastomer renewal. The contractor shall renew all O-rings, oil seals, gaskets, and seals.

3.3.2.1.3.2 Bearings and Bushings. The contractor shall renew all bearings and bushings.

3.3.2.1.3.3 Pipe Clamps and Hangers. The contractor shall renew all pipe clamps and pipe hangers.

3.3.2.1.3.4 Junction Boxes. The contractor shall renew all Frame and Arm mounted GRP junction boxes.

3.3.2.1.3.5 Labels and Tags. The contractor shall renew all labels and tags.

3.3.2.1.3.6 Hydraulic Test Points. The contractor shall renew all exterior hydraulic test points.

3.3.2.1.5 Receipt Report. Within fourteen (14) days from receipt of the davit at contractor’s facility, the contractor shall inspect and inventory the davit assembly and submit a receiving report on the following:

· General condition of the shipping container and davit assembly

· Davit model and serial number

· Missing or damaged parts/components with photographs of each

3.3.2.1.6 Additional part renewal. Based upon Receipt Report above, the contractor shall provide an inspection report identifying all additional parts deemed necessary for renewal (beyond Mandatory Replacement Parts referenced in 3.3.1.2. above), with supporting reasons for each part identified for renewal. All parts recommended for renewal shall be handled via a change request requiring Contracting Officer approval.

3.3.2.1.7 American Bureau of Shipping (ABS) and Safety of Life at Sea (SOLAS) Certification. All davit work performed by the Contractor shall meet ABS/SOLAS certification requirements. All davits provided to the Coast Guard shall have current/renewed ABS/SOLAS certification.

No work conducted by the contractor on the Welin Lambie TW.PIV 5.0B Dual Point Davit system shall have the effect of invalidating the ABS/SOLAS certification status of the davit. Contractor will replace such certification at no additional expense to the Government, if adversely impacted by repairs.

3.3.2.2 Inspections.

3.3.2.2.1 Clean, Visually Inspect and Report. The Contractor shall clean and visually inspect the following and submit an inspection report to include Condition Found Reports (CFR’s) within 84 calendar days of receipt of davit. The contractor shall identify and include any work not specified in this requirement as part of the CFR’s submitted, to include additional work and/or replacement parts recommended by the contractor as a result of this inspection in the inspection report (CFR’s), along with an associated cost proposal for COR review and Contracting Officer approval. Items for inspections are: Davit assembly

· Davit Assembly

· Sheaves

· Boat block assembly

· Hydraulic reservoir(s)

· Exterior electrical cables, wiring, and conduit

NOTE

Do not inspect any mandatory replacement parts.

3.3.2.2.2 Non-Destructive Inspection (NDI). The contractor shall perform NDI of the following in accordance with SFLC Std Spec 0740, Appendix C:

· All machinery foundation welds

· Davit Frame

· Winches

· Forward davit arm

· Aft davit arm

3.3.2.3 Overhaul. Upon receipt of the Contracting Officer’s authorization to proceed, the contractor shall overhaul and preserve (as applicable), the following components/assemblies and subcomponents/assemblies including any additional work approved by the Contracting Officer as a result of CFRs from Par. 3.3.2.1 above:

3.3.2.3.1 Mechanical.

3.3.2.3.1.1 Structural and rigging gear, including the following:

· Cranston hook assemblies

· Sheave assemblies

· Sixteen galvanized steel roller assemblies

· Forward davit arm hinge pin assembly

· Aft davit arm hinge pin assembly

3.3.2.3.1.2 Main winch, including the following:

· Main winch brake assembly

· Turning handle safety device

· Winch mounted, luffing hydraulic cylinder directional control valve (lever valve)

3.3.2.3.2.1 HPU, including the following:

· Forward main system relief valve

· Aft main system relief valve

· Forward hydraulic pump assembly

· Aft hydraulic pump assembly

· Forward high-pressure hydraulic filter assembly

· Aft high-pressure hydraulic filter assembly

· Two return hydraulic filter assemblies

· Rotary flow divider assembly

· Brake directional control valve assembly

· Brake hydraulic cylinder rod end flow control valve

· Brake hydraulic cylinder cap end flow control valve

· Forward luffing cylinder 2-position directional control valve assembly

· Aft luffing cylinder 2-position directional control valve assembly

· Forward luffing cylinder 3-position directional control valve assembly

· Aft luffing cylinder 3-position directional control valve assembly

· Two forward luffing cylinder shuttle valves

· Hydraulic fluid heater and thermostat assembly

3.3.2.3.2.2 Accumulators, including the following:

NOTE

The contractor shall test and certify the accumulators/cylinders using ASME BPV Code Section III as guidance.

· Forward hydraulic accumulator assembly

· Aft hydraulic accumulator assembly

· Safety block and pressure gauge assembly

· Poppet valve assembly

· Renew Accumulator safety burst disc

3.3.2.3.3 Electrical.

· Forward tension winch assembly (assembly, brake assembly, and gearbox

· Aft tension winch assembly (assembly, brake assembly, and gearbox)

3.3.2.3.3.1 Sensors and controls, including the following:

· Forward luffing arm encoder assembly

· Aft luffing arm encoder assembly

· Control stand assembly

3.3.2.3.3.2 Electric motor initial open, inspect, and report. The contractor shall perform an initial inspection of motors in accordance with SFLC Std Spec 3020 (Section 3.3, Initial Inspection) and SFLC Std Spec 2351 (Section 3.3, Initial Inspections) and submit a CFR:

· Main winch electric motor

· Forward hydraulic pump electric motor

· Aft hydraulic pump electric motor

· Forward falls tension electric motor

· Aft falls tension electric motor

3.3.2.3.3 Other.

· Sump tank level indicator

· Forward pump pressure transducer

· Aft pump pressure transducer

· Forward hydraulic cylinder rod-end pressure transducer

· Forward hydraulic cylinder cap-end pressure transducer

· Aft hydraulic cylinder cap-end pressure transducer

· Aft hydraulic cylinder rod end pressure transducer

3.3.2.4 Renewals.

3.3.2.4.1 The contractor shall furnish and renew all hydraulic hose assemblies in accordance with SFLC Std Spec 5000, Appendix C, Paragraph C2.2 (Hose assemblies).

NOTE

The contractor shall test and certify new hydraulic hose assemblies.

3.3.2.4.2 If required, the Contractor shall renew aluminum blocks via an inspection report and Contracting Officer approved change request.

3.3.2.5 Updates and Upgrades. Update or upgrade the following, as required:

3.3.2.5.1 Operating system and electrical updates and upgrades:

· Auto-launch, control & diagnostics software

· Inverter, PLC & Magellis screen

· Firmware and hardware (memory, counter cards, batteries)

· Zelio software / hardware replacement if required.

· Fuse holders.

3.3.2.5.2 Component upgrades.

· Limit switches.

· Others, as necessary

3.3.2.6 Pressure gauge calibration. The contractor shall ensure all pressure gauges are in accordance with BS EN 837-1 and are calibrated with reference to the contractor’s master calibration gauge. Affix calibration labels to the faces of all gauges noting the calibration facility name and date tested.

3.3.2.7 Accumulator and HPU relief valves setting. The contractor shall properly set the accumulator and HPU relief valves and tag each with the date of calibration and pressure settings.

3.3.2.8 Surface preservation. The contractor shall preserve the davit in accordance with SFLC Std Spec 5000 and SFLC Std Spec 6310 as follows.

3.3.2.8.1 Ferrous components – 100% preservation. The contractor shall prepare and preserve in accordance with SFLC Std Spec 6310 Appendix A5 Machinery, Deck, Option 1, with the following exception. The contractor shall substitute the use of Sigma Zinc 109 HS zinc rich primer, Color 10371 (Spar) as a replacement for Dimetcote 302 H zinc rich primer.

3.3.2.8.2 Ferrous components – partial preservation. The contractor shall prepare and preserve in accordance with paint manufacturers data sheets with the following exception. The contractor shall substitute the use of Sigma Zinc 109 HS zinc rich primer, Color 10371(Spar) as a replacement for Dimetcote 302 H zinc rich primer.

3.3.2.8.3 Non-ferrous components. The contractor shall prepare and preserve in accordance with SFLC Std Spec 6310 Appendix A5 Machinery, Deck, Option 1, with the following exception. The contractor shall substitute the use of Sigma Cover 280 primer: Color 10371 (Spar) as a replacement for Intergard 269 primer.

3.3.2.9 Groom and lubricate. The contractor shall groom and lubricate the Welin Lambie davit system in accordance with SFLC Std Spec 5000.

3.3.2.9.1 Hydraulic fluid. The contractor shall flush the davit hydraulic system in accordance with SFLC Std Spec 5000, Appendix C, Paragraph C2.1 (Fluids) and submit an inspection report, prior to performing Factory Tests, detailing work accomplished as outlined therein.

3.3.2.10. Test Requirements – Post Repairs.

3.3.2.10.1 Test plan. 45 Days prior to the proposed start date of testing, the contractor shall submit a test plan to the Contracting Officer for review and approval. The contractor’s test plan shall include all tests prescribed within section 3.3.2.10, to be performed upon completion of all work specified in this requirement. For reference, the Safe Working Load (SWL) for the davit is 11,000 lbs.

3.3.2.10.2 Test notification. The contractor shall give Coast Guard personnel 45 days of notice prior to testing. If requested in writing by the Coast Guard within 30 days in advance of factory tests, a designated Coast Guard Quality Assurance (QA) Representative shall be permitted to witness all tests, on-site, at the discretion of the Coast Guard.

3.3.2.10.3 Factory tests. After completion of the work the contractor shall conduct the following factory operational tests of the davit system, on a level plane, to prove satisfactory operating conditions, in accordance with SFLC Std Spec 5000 and as specified herein. The contractor shall submit a Final Report summarizing all test results to the Contracting Officer and the COR within 14 days of completing factory tests.

3.3.2.10.4 No load test. The contractor shall conduct an operational test of the davit using no load over the entire range of motion.

3.3.2.10.4.1 The Contractor shall operate the davit and test all emergency stop(s), limit switch activation, brake turning handle, and emergency luffing mode (using accumulators).

3.3.2.10.5 Automatic and manual Brake Test Load (BTL). The contractor shall conduct a static brake test in accordance with SFLC Std Spec 5000 paragraph B2.7.2.3 using 150% of the Safe Working Load (SWL) of one drum revolution and hold the load for a minimum of 10 minutes. The contractor shall allow sufficient time to inspect the brake for slippage or creep before performing a controlled release of the load.

3.3.2.10.6 Dynamic Test Load (DTL) tests. The contractor shall conduct the Dynamic Load Test in accordance with SFLC Std Spec 5000 paragraph B2.7.2.4 while operating the system in the normal power mode and the hydraulically stored energy mode (emergency operation). The contractor shall conduct these tests using a total combined weight of (13,750 lbs.) with a 50-50 weight distribution and a 40% forward – 60% aft weight distribution for each operation mode.

3.3.2.10.7 Luffing speed test at SWL. The contractor shall record luffing speeds from the fully retracted to the fully extended positions and then, from the fully extended to fully retracted positions at SWL.

3.3.2.10.8 Luffing speed test at 125% SWL. Record luffing speeds from the fully retracted to the fully extended positions and then, from the fully extended to fully retracted positions at 125% of SWL.

NOTE

Both luffing speed tests in normal operation mode shall meet a 30 to 33 second nominal luff-in and 40 to 43 second nominal luff-out time.

Both luffing speed tests in emergency operation adode shall meet a 24 to 28 second nominal luff-in and 24 to 28 second nominal luff-out time.

3.3.2.10.9 Dynamic test (at SWL) data recording. During the SWL dynamic test, the contractor shall record the following.

3.3.2.10.9.1 Main winch running speed test – gravity lower. The contractor shall measure and record the main winch speed.

NOTE

The minimum speed shall be 69.9 RPM rope drum speed.

3.3.2.10.9.2 Main winch hoist test – demonstrate variable speed. The contractor shall measure and record fast and slow hoist under power.

NOTE

The minimum fast speed and low hoist speeds shall be 52 RPM and 17.5 RPM rope drum speed, respectively.

3.3.2.10.9.3 Main winch lower test – demonstrate variable speed. The contractor shall measure and record fast and slow lowering under power.

NOTE

The minimum fast speed and low lowering speeds shall be 52 RPM and 17.5 RPM rope drum speed, respectively.

3.3.2.10.9.4 Emergency hand hoisting at 110% of SWL. The hand hoist shall be operated satisfactorily at 110% of SWL.

3.3.2.10.10 Automatic launch and recovery testing. The contractor shall operate the davit in the automatic launch and recovery modes.

3.3.2.11 Test certification. The contractor shall provide a factory test certification, identified by davit serial number and date of completion, upon successful completion of all testing.

3.3.2.12 Label plate. The contractor shall install a label plate to document satisfactory test completion in accordance with SFLC Std Spec 5000, Appendix B, Paragraph B2.9 (Label Plates). Label plate shall be the same as figure B-2 in appendix B of the SFLC Standard Spec 5000. The contractor shall affix the label plate to the front of the control station on the davit using a suitable weatherproof adhesive.

3.3.2.13 Preservation, Packaging and Marking (PP&M). The contractor shall package each davit individually in accordance with ASTM D3951. The contractor shall mark (stencil) each preserved and packaged unit on the rear door of the shipping container. If the lettering is stenciled, lettering shall be at least ¼” high, in print lettering highly contrasting to the background color of the storage container with the information provided in paragraph 3.3.3.2 below. The Davits shall be shipped in storage containers approved by ABS under ABS Rules for Certification of Cargo Containers (1998). The containers shall be capable of being stored in a warehouse or outside exposed to the weather for periods of up to one year. Damage to the equipment resulting from improper packaging and/or preservation shall be the responsibility of the contractor and shall be replaced or repaired at no expense to the Government. The contractor shall note special handling requirements clearly on each item and on the Bill of Lading. Equipment shall be separated by shipset; material for delivery to multiple ships shall not be in the same container. Any shipments required due to equipment failures, defect correction, and/or non-conformance to specification, shall be the responsibility of the contractor and at no expense to the Government.

NOTES

The contractor shall ensure any exposed areas on the hydraulic cylinders are lubricated with an appropriate light preservative and wrapped with moisture barrier paper during storage.

The contractor shall ensure storage protection of the shipping container and davit preservation is adequate for up to 1 year of outdoor storage.

3.3.2.14 Return shipping. Unless otherwise specified on individual Delivery Order(s), all davits for this task shall be shipped to the location listed in the General Information section of this document.

3.3.2.15.1 Upon completion of the davit overhaul and testing, the packaged overhauled davit shall be shipped in the certified Government-furnished Conex container used for initial davit shipment from the Coast Guard to Welin Lambie in the U.K. If the Government-furnished Connex container certification expires during the period it is at the contractor’s facility, or is estimated to expire while at the facility, the contractor shall submit an inspection report documenting the container deficiencies and the cost to have container re-certified. The contractor must obtain contracting officer approval before expending any cost for container re-certification.

3.3.2.15.2 Return shipment of the overhauled and test-certified davit to the Coast Guard shall be completed within 164 days of receipt of the inspection report per paragraph 3.3.2.2.1 above.

3.3.2.16 Warranty Support Services. The contractor shall provide a 12-month warranty from the date of equipment installation to a maximum of 24 months from the date of receipt, whichever comes first, for each davit system.

3.3.2.16.1 The contractor shall provide, at no cost to the Government, technical support services during the period of the warranty. A contractor designated service representative shall be available for response by telephone within 24 hours and shall be capable of meeting a vessel in any port of the continental United States within 72 hours of request. The services shall be provided separately from those provided under Task 3.8 (Coast Guard Technical Support), at no additional cost to the Government.

3.3.2.17 Quality assurance.

3.3.2.17.1 General. The contractor shall maintain an inspection system which shall insure that each item offered to the Coast Guard for inspection and acceptance conforms to the contract requirements. The inspection system shall be documented and available for review by the Coast Guard.

3.3.2.17.2 Records/Reports. The contractor shall maintain records of all inspections and tests. The records at a minimum shall indicate the nature and number of observations made, the number and type of deficiencies found, and the corrective action taken. The contractor shall provide the COR with completed copies of the ABS testing results upon completion of testing. A copy of the ABS test certification shall be provided to the Contracting Officer when issued.

3.3.2.17.3 Calibration system. The Contractor, as well as any subcontractors, shall be required to maintain a test equipment calibration program in compliance with American National Standards Institute/National Conference of Standards Laboratories (ANSI/NCSL) Z540-1. The program shall be documented and traceable to the National Institute of Standards (NIST) or a European equivalent (BS EN 837-1). The contractor shall submit to the contracting officer sufficient information to permit approval of the equipment calibration program. The contractor may choose to use gauges calibrated with reference to the contractor’s master calibration gauge in accordance with BS EN 837-1 (per paragraph 3.3.2.6 above).

3.3.2.17.4 Responsibility for inspection. The contractor shall be responsible for the performance of all inspection requirements specified herein. The contractor shall provide space, personnel, and test equipment for conducting all inspection requirements. All inspection and testing shall be performed at the contractor’s plant or at other facilities acceptable to the Coast Guard.

NOTE

The Coast Guard requires 45-day notice to schedule the QA visit to verify that supplies and services conform to the prescribed requirements.

3.3.2.17.5 Responsibility for compliance. The inspections set forth in this specification shall become part of the contractor’s overall inspection system or quality program. The absence of any inspection requirements in the specification shall not relieve the contractor of the responsibility of assuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling for quality control purposes does not justify or excuse submission of known defective material (either indicated or actual) nor does it commit the Government to acceptance of defective material.

3.3.2.17.6 Quality assurance plan. The contractor shall maintain a quality assurance and inspection system during the manufacture of the davit system. During the performance of this contract, the inspection system and manufacturing and testing processes shall be subject to review by the Coast Guard Contracting Officer/Quality Assurance Representative.

3.3.3.3 Test plan submittals. Once the Coast Guard has an approved Test Plan on record (paragraph

3.3.2.10.1 above), the contractor will not be required to submit another Test Plan for subsequent Factory Inspect, Test, and Overhaul Davits (Model TW.PIV 5.0B) Delivery Orders provided the following conditions are met:

· The initial Test Plan submitted per paragraph 3.3.2.10.1 shall have a unique identification number for the plan.

· For each subsequent test performed, the contractor shall notify the Coast Guard in writing that the same test plan identified paragraph 3.3.2.10.1 submittal shall be the plan used, referencing the unique identification number referenced above.

· There is no need to modify test plan due to design changes, modifications in configuration, materials, etc. Any deviations from initial Test Plan submitted per paragraph 3.3.2.10 above shall require the contractor to provide a new/updated Test Plan Submission and require Coast Guard approval of any new/modified Test Plan prior to deviating from initial Test Plan approved in paragraph 3.3.2.10.1 above.

3.3.3.4 Test plan notification. In accordance with paragraph 3.3.2.10.2 above the contractor is required to submit their test plan notice 45 days in advance of test date. On occasion the Coast Guard may request a change in test date to accommodate QA representative travel arrangements. Any additional costs incurred by the contractor to accommodate requested test date changes shall be addressed by submitting a CFR to the COR and contracting officer documenting the additional incurred as a result of Coast Guard requests.

3.3.3.5 Warranty support services. Warranty support and all warrantees required (paragraph 3.3.2.16 above) shall be void in the event the davit is subject to parts removal during the storage period or any davit modifications are made by any party other than Welin Lambie during the warranty period. Standard preventative and corrective davit maintenance done by trained Coast Guard personnel in adherence to Welin Lambie maintenance procedures shall not void the warranty.

Task 3.4 - New Dual Point Davit (Model TW.PIV 5.0B)

3.4.1. Scope

3.4.1.1 Intent. This task describes the requirements for the contractor to provide new Welin Lambie Model TW.PIV 5.0B Davits.

3.4.2. Requirements

3.4.2.1 New Davit Requirements. Using the references provided in paragraph 3.4.1.2 above, the contractor shall provide to the Coast Guard a new Welin Lambie Dual Point Davit Model TW.PIV 5.0B. The contractor shall provide the new davits as designated on individual Delivery Order(s). For reference, the Safe Working Load (SWL) of davit is 11,000 lbs.

3.4.2.1.1 The new davit shall be of identical configuration to TW.PIV 5.0B davits currently being installed on Coast Guard cutters. Any davit design modifications or configuration changes shall be addressed by both the contractor and the Coast Guard and shall require approved engineering changes as applicable. Any necessary price adjustments resulting from said modifications/change(s) shall be addressed via the CFR/CR process and require KO approval.

3.4.2.1.2 Surface preservation. The contractor shall preserve the davit, using COMDTINST M10360.3, FED-STD-595B and SSPC-SP-7 as guidance, as follows:

The contractor shall check for deformation or other damage.

3.4.2.3.2 No load test. The contractor shall conduct an operational test of the davit using no load over the entire range of motion.

3.4.2.2.33 Automatic and manual Brake Test Load (BTL). The contractor shall conduct a static brake test in accordance with SFLC Std Spec 5000 paragraph B2.7.2.3 using 150% of the Safe Working Load (SWL) and hold the load for a minimum of 10 minutes. The Davits shall be shipped in storage containers approved by ABS under ABS Rules for Certification of Cargo Containers (1998). The containers shall be capable of being stored in a warehouse or outside exposed to the weather for periods of up to one year. Damage to the equipment resulting from improper packaging and/or preservation shall be the responsibility of the contractor and shall be repaired or replaced at no expense to the Government. The absence of any inspection requirements in the specification shall not relieve the contractor of the responsibility of assuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling for quality control purposes does not justify or excuse submission of known defective material (either indicated or actual) nor does it commit the Government to acceptance of defective material.

3.4.2.10 Quality assurance plan. The contractor shall maintain a quality assurance and inspection system during the manufacture of the davit system. During the performance of this contract, the inspection system and manufacturing and testing processes shall be subject to review by the contracting officer/quality assurance representative.
