(MRR) division has a requirement for the engineer, design, and production of steel storage containers and engineering drawings necessary to manufacture the containers for use at the USCG ALC. The requirements for the container are listed in section 2.4 of this SOW.
The objective for the Contractor is to provide engineering drawings and six (6) storage containers in accordance with the drawings in support of ALC’s efforts to sustain MH-60T aircraft. The USCG shall receive unlimited rights to the engineering drawings in order to fulfill future requirements which will be fulfilled at the Governments discretion either locally or by open market competitive acquisition.

Work under this purchase order shall be performed at the Contractor’s facility or USCG approved facility. Upon award of this solicitation, the Awardee will produce a drawing for MRR Engineering to review as the Form, Fit, and Function (FFF) test. The cost of NRE shall be incorporated and allowed in the Schedule. Payment of NRE charges do not confer any rights in, or title to, such tooling, fixtures, or other appurtenances unless otherwise indicated in the Schedule. The
Contractor shall be authorized a one-time payment for NRE charges at the firm-fixed prices shown in
Contract Line Item Number (CLIN) 1.
2.2 Tool Retention
The Government will not provide any tooling as Government Furnished Property for the manufacture of any part. The Contractor shall manufacture all special, nonstandard tooling and retain it on site as government property. The Contractor shall store all special, nonstandard tooling in a weather proof location or container for a period of three (3) years and be responsible for any damage which may occur during the storage period. Storage shall be no additional cost to the Government.
2.3 Tool Disposal Requirement
The Contractor shall notify the Government in writing after three (3) years if no additional manufacturing contracts were awarded to said Contractor. The Government will provide written instructions for final disposition for all special, nonstandard Government tooling. The Contractor shall comply with all written instructions and provide any reply requirements to insure proper disposal.
However, if a new contract was awarded to the Contractor, the three (3) year storage period shall be reset to zero time and restart at the last delivery of the latest contract awarded.
2.4 Manufacture
The containers are to be manufactured using the characteristics and dimensions specified below. The awardee shall submit proposed drawings via electronic media for MRR Engineering to approve as a
Form, Fit, and Function (FFF) test. Upon a favorable FFF approval by MRR Engineering the
Contracting Officer will issue a unilateral modification authorizing the commencement of the manufacture of the steel storage containers. Payments will not be made until the approval is received.
Upon completion the containers and electronic copies of drawings/data package, shall be delivered to the USCG ALC MRR division. Each container shall comply with the following salient characteristics:
o Containers shall be constructed of steel angle and expanded sheet steel.
o Must be supported by four swivel lockable caster wheels.
o Approximate dimensions are: Length 97”, height (above casters) 80”, depth 49”.
o Four shelf levels (including bottom shelf, not including top cover panel) all equally spaced (approximately 20” apart).
o Shelving surface shall be plywood.
o Each shelf shall have a weight capacity of 200 lbs.
o Full height, lockable access doors shall be installed on both long sides (photo examples show access doors only on one side.)
o The door frame areas (door opening area) shall be as close to full-width as possible, while still maintaining structural integrity of the container.
