About this file
This is a Statement of Work (SOW) for acoustic testing services for Building 4906A, a 40,768 square foot modular Special Access Program Facility (SAPF) located at Edwards Air Force Base in support of the B-21 program. The 420th Combat Test Flight requires comprehensive acoustic testing to verify the facility meets Intelligence Community Directive 705 (ICD 705) audio security requirements for SAPF accreditation. The contractor must perform instrumental acoustic testing to determine Sound Transmission Class (STC) performance on all relevant perimeter and interior walls, doors, door frames, and other penetrations or openings, documenting whether tested assemblies meet Sound Group 3 (STC 45 or better) or Sound Group 4 (STC 50 or better) standards. Testing shall be conducted in accordance with ASTM E90, E336, E1408, and E413 methods.
The contractor shall furnish all labor, materials, equipment, and supervision required for testing. Work will be conducted Monday through Friday (excluding federal holidays) on-site at Edwards AFB, with hours contingent on aircraft flying operations and flightline noise conditions. The contractor must deliver a comprehensive final test report documenting all findings, test data, test locations, methods, and equipment used, along with analysis of compliance with ICD 705 requirements. If initial testing identifies deficiencies and the government can implement corrective measures during the contractor's on-site period, the contractor shall conduct immediate follow-up testing to validate effectiveness; additional follow-up testing at later dates may be exercised as a contract option. The contractor is responsible for all base security compliance, including criminal background checks, Edwards AFB Form 496 DBIDS card applications, antiterrorism awareness training within 90 days, OPSEC training within 90 days, and adherence to force protection condition (FPCON) and health protection condition (HPCON) measures. The government will provide access to utilities (power, lighting, water) at no direct cost to the contractor; the contractor is responsible for safe interfaces and connections in compliance with applicable codes and base regulations.

STATEMENT OF WORK (SOW)
4906A SOUND TEST
26 May 26
BACKGROUND
The 420th CTF is currently accrediting an 40,768 square foot modular Special Access Program Facility (SAPF) in support of the B-21 program. The facility (Bldg. 4906A) must meet acoustic protection requirements outlined in Intelligence Community Directive 705 (ICD 705) to achieve SAPF accreditation. These guidelines include mandatory acoustic testing to verify the facility’s ability to retain sound within its perimeter and meets (or exceed) acoustic standards as outlined in ICD 705.
OBJECTIVE
The objective of this service contract is to obtain a comprehensive acoustic test report from the contractor, documenting whether Bldg. 4906A meets or exceeds the audio security requirements of ICD 705.
GENERAL
This is a nonpersonal services contract to provide Sound Test for Bldg. 4906A. The government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the government.
IDENTIFICATION OF CONTRACTOR EMPLOYEES
All contract personnel attending meetings, answering government telephones, in other telephone conversations and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of others that they are government officials. They must also ensure that all documents, reports produced by contractors and formal or informal correspondence are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor employees shall be required to wear badges or other visible identification for meetings with Government personnel.
INHERENTLY GOVERNMENT FUNCTION
The contractor shall not perform inherently governmental functions as defined in FAR Subpart
7.5 in relationship to this PWS.
SCOPE
The contractor shall furnish all labor, materials, equipment, and supervision required to perform instrumental acoustic testing on Bldg. 4906A. Testing shall be conducted in accordance with Intelligence Community Directive (ICD) 705, Chapter 9, “Acoustic Protection,” specifically to determine the sound attenuation characteristics of the facility. Testing shall be objective and diagnostic in nature—the contractor is not responsible for achieving specific Sound Transmission Class (STC) ratings but shall determine and document the actual STC performance of the facility as-is. Acoustic measurements shall be performed on all relevant perimeter and interior walls, doors, door frames, and other penetrations or openings. Results shall indicate whether tested assemblies fall within the range defined for Sound Group 3 (STC 45 or better) or Sound Group 4 (STC 50 or better), per ICD 705 guidelines. The contractor shall deliver a final test report to 420th CTF documenting all findings, test data, test locations, methods, and equipment used, along with an analysis of whether the measured values align with ICD 705 acoustic protection requirements.
Conducting Test
The contractor shall visit the facility to conduct initial testing. The contractor shall orally brief favorable or non-favorable test with the goal of identifying remediation measures that the government will implement either immediately or otherwise. If initial testing identifies deficiencies or shortfalls in meeting required STC values, and the Government can implement corrective measures during the contractor's period of performance on-site, the contractor shall conduct immediate follow-up testing to validate the effectiveness of those corrections. If mitigation cannot be completed while the contractor is on-site, the Government reserves the right to request follow-up testing at a later date. This follow-up at later date may be exercised as part of an option within the existing contract.
GOVERNMENT FURNISHED UTILITIES
The Government shall provide access to existing utilities—including power, lighting, and water—from on-site government systems or outlets at no direct cost to the contractor. These utilities will be made available for the duration of on-site testing activities, subject to availability and operational constraints. The contractor shall be responsible for furnishing all equipment, materials, adapters, connections, and labor necessary to safely and effectively interface with and utilize these government-furnished utility sources. All connections must comply with applicable codes, safety standards, and base regulations. The Government shall not be liable for delays or damage resulting from temporary interruptions or limitations in the utility service. It is the contractor’s responsibility to coordinate in advance with the Government point of contact to identify and confirm utility access points and load capacities sufficient to support the contractor’s operations.
WORK HOURS
Workdays will be Monday through Friday, excluding federal holidays. Building 4906A resides adjacent to Facility 4906, both of which are across from the flightline. As this is a test to measure sound transmission “indoors and outdoors”, work hours are contingent on the aircraft flying and general noise pollution on the flightline.
SECURITY REQUIREMENTS
All Contractor employees will be subject to a criminal history background check IAW DoDM 5200.08V3_AFMAN 31-101V3, Installation Perimeter Access Control, and 412th Test Wing Base Defense Plan (BDP) 31, Volume I (the AFMAN and BDP are both limited access documents but more details on the requirements/process in terms of background checks can be provided by the Contracting Office upon request). Vehicle registration, proof of insurance, and a valid driver's license must be presented for vehicles. Installation Commanders may deny access and credentials based on information obtained during identity proofing and vetting that indicates the individual may present a threat to the good order, discipline, and morale of the installation.
Base Access.
