The contractor must manufacture and deliver 700 fully assembled, serialized, ATF-exempt non-weapon trainer devices designed to replicate the form, fit, and handling characteristics of the M4 platform. All items must be permanently non-convertible with no live-fire or projectile capability and no potential for conversion to functional firearms. The devices must be durable enough to withstand high-volume trainee use including daily handling, manual of arms, and inspection procedures. All manufacturing and preparation shall occur at the contractor's facility, with delivery to JBSA-Lackland, TX. The typical delivery timeframe is 60 days after receipt of order (ARO), unless otherwise negotiated.
The contractor is responsible for providing all materials, labor, and equipment necessary for manufacturing and delivery while ensuring compliance with ATF non-firearm classification guidance, OSHA 29 CFR 1910, and standard commercial manufacturing and packaging practices. All items must be new manufacture, free of hazardous materials (except for the trigger component), and shipped as standard commercial goods. The contractor must provide a minimum 12-month commercial warranty, replace any defective items at no government cost, and obtain any required commercial permits for manufacturing and shipping non-weapon training devices. Contract management shall be conducted through the Contracting Officer and Government Project Manager, with a post-award meeting to confirm delivery schedule, packaging, and acceptance procedures. No security clearances are required, and contractor personnel must comply with JBSA access procedures during delivery.
