Summary of Statement of Work: Lab Gases
This Statement of Work establishes a requirements-type contract for the USDA-ARS Tree Fruit Research Lab (TFRL) in Wenatchee, Washington to provide laboratory gases with cylinder delivery and exchange services. The contractor must supply ten different types of gases in specified quantities annually: K Air (12 cylinders), 50# CO2 (10 cylinders), Liquid CO2 (1 cylinder), K N2 (16 cylinders), UHP N2 (6 cylinders), Liquid N2 (80 cylinders), K H2 (3 cylinders), He (3 cylinders), UHP He (5 cylinders), and SPAN (2 cylinders). All cylinders are 50-liter capacity except Liquid CO2 and Liquid N2, which are 55-gallon capacity. The contractor must provide, maintain, and own all cylinders in compliance with applicable safety and regulatory standards.
Deliveries will occur to the loading dock at 1104 North Western Avenue, Wenatchee, WA 98801, with typical frequency of at least one delivery per week, increasing to three per week during peak seasons. The contractor is responsible for transporting full cylinders to the facility and reclaiming empty cylinders for return transport. The USDA will call in deliveries against obligated estimates, and the contractor shall not exceed these quantities. Both the Contracting Officer's Representative and contractor must monitor consumption and notify the Contracting Officer when remaining quantities fall below two months of supply or when deliveries exceed estimated monthly rates, to enable timely contract adjustments. Unauthorized deliveries made without obligated quantities will not be paid by the Government.

Statement of Work Project: Lab Gases
GENERAL INFORMATION
1.0 Scope of Work:
The USDA-ARS Tree Fruit Research Lab requires frequent delivery of lab gases to its loading dock, in appropriate cylinders/dewars (hereafter “cylinders”). This will be a requirements type contract for the Tree Fruit Research Lab (TFRL). The USDA will place orders against the contract for an estimated quantity of each type of gas and an authorized employee at the TFRL will be able to call in the deliveries up to the obligated estimates on the delivery order. The contractor shall not deliver more than the obligated estimates quantities.
Both the COR and the Contractor shall be responsible for monitoring the quantities and for notifying the contracting officer when the remaining quantities available to be delivered is less than 2 months of supplies, or deliveries are outpacing estimates. For example; the K air CLIN has an estimate of 12 a year. If after four months 8 have been delivered this is outpacing the estimate of one a month, and the contracting officer should be notified so adjustments can be made in a timely manner.
If deliveries occur when no remaining obligated quantities exist, this will be considered an unauthorized commitment and that process must be followed. The Government is not required to pay for deliveries that happened when no obligation has been created by a warranted contracting officer.
CONTRACTOR REQUIREMENTS
2.0 Technical Requirements/Tasks:
The following gases and quantities are required each year:
• K Air; Approx. 12 (50L) Cylinders
• 50# CO2; Approx.10 (50L) Cylinders
• Liquid CO2; Approx. 1 (55gal) Cylinders
• K N2; Approx 16 (50L) Cylinders
• UHP N2; Approx 6 (50L) Cylinders
• Liquid N2; Approx. 80 (55gal) Cylinders
• K H2; Approx. 3 (50L) Cylinders
• He; Approx. 3 (50L) Cylinders
• UHP He; Approx. 5 (50L) Cylinders

3.0 Delivery Schedule:
Weekly gas needs vary due to seasonal workload and experimental differences. Typically, at least 1 delivery is needed per week, but during busy seasons up to 3 deliveries per week may be required. A delivery typically involves the vendor exchanging full tanks/cylinders for our empty ones, and may include one tank exchange or multiple tank exchanges at once.
5.0 Place of Delivery:
1104 North Western Avenue, Wenatchee, WA 98801
Vendor is solely responsible for transporting gases from its facility to Government facility, and for reclaiming and transporting used/empty cylinders from Government facility to its own facility.
