Statement of Requirements Summary

This Statement of Requirements document outlines procurement specifications for wet weather and cold weather clothing for the 42 Security Forces Squadron (SFS) at Maxwell Air Force Base, Alabama. The 42 SFS seeks to procure environmentally appropriate gear for security forces personnel performing gate security and law enforcement duties, as personnel are not issued suitable equipment prior to arrival. The procurement is intended to maintain operational readiness, enhance physical and mental wellbeing, and ensure professional appearance and morale in response to the region's variable weather conditions, including summer heat and humidity, and winter cold and wet periods.

Five categories of items are required: wet weather jackets/parkas in OCP color (68 total units across sizes Small through XX-Large); wet weather pants in OCP color (107 total units); coyote fleece in brown or OCP (113 total units); insulated tactical gloves in brown or OCP (135 total units across multiple sizes); and wind/water insulated watch caps in coyote brown (135 units, one-size-fits-all). All items must be brand new and compliant with Department of the Air Force Instructions (DAFI) 36-2903. Delivery is required to 42 SFS/S4 at 130 W Selfridge Street, Building 943, Montgomery, Alabama 36112. The delivery location requires Maxwell AFB installation access and commercial vehicle inspection; drivers must present valid driver's licenses, vehicle insurance, and vehicle registration.

Statement of Requirements

WET WEATHER/COLD WEATHER CLOTHING FOR SECURITY FORCES PERSONNEL

1.0 PURPOSE. The 42 SFS is looking to procure wet weather/cold weather gear for members.

Provisions will ensure health, safety, and operational effectiveness of squadron personnel performing gate security and law enforcement duties at Maxwell AFB, Alabama. Members are directly impacted by exposure to the region's variable and often harsh weather conditions. Maxwell AFB experiences both high heat and humidity during the summer, and periods of significant cold and wet weather during the winter months. Providing appropriate wet and cold weather gear is essential because Defenders are not issued environmentally appropriate gear prior to arrival at the 42 SFS. Supplying this equipment is crucial for maintaining operational readiness, enhancing physical, and mental well-being, and ensuring professional appearance and morale.
