About this file

This document is a Statement of Objectives (SOO) for an in-building coverage system at Francis E. Warren Air Force Base in Wyoming. The project requires a turn-key solution to improve Land Mobile Radio (LMR) coverage within the Weapons Generation Facility (Building 1100) using a fiber-based Distributed Antenna System (DAS). Key technical requirements include providing 90% coverage throughout major hallways and occupied spaces, achieving a Delivered Audio Quality (DAQ) of 3.4 or better, maintaining a Bit Error Rate (BER) of 2% or less, and incorporating 12 hours of battery backup with hot-failover redundancy.

The contract is anticipated to be a small business set-aside Firm-Fixed-Price procurement, with a period of performance not exceeding 120 days. The system must utilize Class A channelized amplification, provide remote monitoring via network connection, and include head-end and remote equipment installation. Contractors must have at least 3 years of experience in telecommunications systems installation, with factory-certified supervisors and installers. The government will be seeking responses through a Request for Information (RFI) process, with submissions due by 11:00am MST on 13 August 2025, to be emailed to specified Air Force contracting personnel.

The project includes installing the required head end equipment and remote equipment with supporting RF infrastructure.

Design goal is to provide coverage with a Delivered Audio Quality (DAQ) of 3.4 or better throughout the identified area.

2.0 MINIMUM QUALIFICATIONS.

All qualifications shall be submitted by the contractor for verification by the government.

All work shall be performed by, and all equipment shall be furnished and installed by a certified Telecommunications Contractor, hereafter referred to as the Contractor. The Contractor shall have the following qualifications in Telecommunications Systems installation:

2.1 Contractor shall have a minimum of 3 years of experience in the application, installation and testing of the specified systems and equipment.
