STATEMENT OF OBJECTIVES

DIGITAL TRANSFORMATION TECHNOLOGIES AND PROCESSES (DTTP)

1.0 Objective

Establish a Consortium that responds to Department of Air Force and industrial base Digital

Transformation needs.

2.0 Background

The US Air Force has committed to a long term campaign of transformation to digital practices across its acquisition, operations, and sustainment enterprises. The SAF/AQ vision, and the subsequent activities across AFMC under the Digital Campaign reveal a wide range of challenges which will require collaboration across many organizations and industry partners

(https://www.afmc.af.mil/digital/). Realizing SAF/AQ and AFMC objectives and accelerating the adoption of digital methods and tools across the entire enterprise requires a strongly collaborative, Fail Fast, Learn Fast approach. This approach will reveal and address constraints in current processes and information technology infrastructure; and the ability to develop, demonstrate, and validate methods; and tools rapidly and develop the workforce through hands‐on experience and training.

This ambitious effort needs to provide capability to help AF programs and activities mitigate risk by enabling proof‐of‐concept(s) in a model‐based environment before committing to a permanent solution, where an authoritative source of truth can be tested for cross‐discipline collaboration, and where a sandbox test environment can be established for unconstrained tool exploration, application, and integration.

3.0 Scope

The AFMC Digital Campaign is a coordinated effort to move the activities of the Air Force enterprise, government and industry, to modern digital capabilities and processes. The desired end state is a collaborative, integrated digital environment that guides, orchestrates, and delivers the means for each individual across the enterprise to access the data, functions, and elements needed to do his or her job in a purely digital manner. The Air Force seeks a Digital Transformation Technologies and

Processes (DTTP) consortium to develop, demonstrate and validate advanced digital engineering and digital manufacturing tools to accelerate their adoption and implementation within the Air

Force enterprise and the wider industrial base.

Digital Campaign goals to be addressed by a Digital Transformation Technologies and Processes

(DTTP) consortium are numerous and include, but are not limited to: early assessments using mission analysis (to explore operational value of proposed materiel solution);

shrinking development time to get to production via paperless reviews, acceptance & audits; system modeling which enables operational and system functional insights across acquisition and operations communities; digital thread capability to facilitate the Authoritative Source of Truth data to be used to re‐compete work; methods for efficient validation that enterprise or system concepts meet strict surety, safety, security requirements; optimized test throughout the system lifecycle by delivering mature test articles/systems developed through MBE/MBSE practices; enhanced standardization and common interfaces across enterprise which enable alternate solutions, rapid product development, and enhanced manufacturing flexibility; and, model‐based capabilities which enhance logistics and maintenance of fielded capabilities. All of these goals (and many others) require a capable consortium that leverages industry knowledge and best practices and provides assessment, development, demonstration, risk reduction, and validation of advanced digital engineering and digital manufacturing tools, concepts, and processes.

4.0 Technical Requirements

A consortium responsive to Department of Air Force and industrial base needs will need to assemble partners and collaborators to work with Department of Air Force offices to:

Develop, demonstrate, and transition robust, secure information infrastructure concepts, including an Integrated Digital Environment of models and tools for collaboration, analysis, and visualization across the functional domains of AF users

Integrate, test, and develop tools and standards facilitating data for use in an integrated digital environment across the enterprise

Develop collaboration strategies and processes supporting lifecycle activities from concept development to disposal, including technology development and transition.

Assess and define the business impacts, including key metrics, as well as policy and guidance updates/changes to enable full digital transformation.

Develop and test strategies for culture change across the enterprise through training and change management

Investigate leading edge transformation practices and tools via risk reduction pilot efforts

5.0 Consortium Requirements

The expectation for consortium direction and governance is that AFRL personnel will support design and execution of governance processes and provide technical leadership, including: appointing a

Government Program Manager and Government Chief Technology Advisor; appointing government personnel to consortium governance, advisory and working groups; managing coordination with the existing and future efforts of the AFMC Campaign; defining criteria and selection procedures for agency sponsored projects; and implementing formal reviews of project objectives, technical requirements, funding plans, milestones, and outcomes.

The consortium envisioned for this call will focus on:

Fostering wide collaboration between AF organizations, OEMs, technology providers, academia, and other government agencies

Development and demonstration of processes, tools, and architectures supporting transformed acquisition and sustainment

Pilot‐like, large‐scale demonstrations of integrated capabilities across the lifecycle

Identification of critical business, policy, and cultural constraints.

Your SOW should describe plans and procedures for how the consortium manager will:

Convene all relevant and willing stakeholders across industry, academia and Government within a stable and neutral public‐private partnership to foster a collaborative ecosystem to support AF objectives for digital transformation.

Facilitate coordination of the AF digital transformation community to advance relevant technologies and impact AF acquisition and sustainment as well as a broad swath of industry.

Provide an agile business process to address community‐identified challenges and sponsor‐ directed requirements. This process should include the procedures that will be used to define, solicit, award, and execute new digital transformation related sponsored projects through direct consortium capability or through consortium member capability.

Develop and maintain guidelines that define how consortium data/information is shared as well as provide mechanisms to foster wide dissemination of consortium successes and opportunities across the AF and its supporting industrial base.

Business operations excellence is a central issue for this consortium to be successful over the duration of the USAF and industry digital transformation journey. A financial management model that provides flexibility and speed at minimal cost is essential to develop a resilient consortium and to sustain operations beyond Federal startup funding. The resultant SOW should define how the consortium manager will:

• Work with AF governance stakeholders to create and manage the technical portfolio of projects and activities

• Establish a consortium governance structure capable of integrating feedback and input of consortium members and AF governance stakeholders

• Establish and execute the financial management mechanisms for the consortium and its project investments

• Allocate and track funds received from the Air Force to the consortium members according to the agreed upon budget and technical development plans

• Provide a single point of contact to the financial officers of the consortium members and the

AF governance stakeholders.

• Facilitate meetings and workshops

• Administer awards to consortium members, including ensuring that all contractual obligations are fulfilled.

• Accurately track and report financial and technical progress of awarded programs

• Develop reports and presentations for AFRL about awarded programs

Develop a long‐term business plan that includes revenue sources other than AFRL funding

6.0 Operations Security (OPSEC)

The recipient shall participate in all activities associated with the disciplines of the organization’s

Industrial Security, Information Security, Personnel Security, Operations Security (OPSEC), and

Antiterrorism programs, following appropriate measures in each program as required for this particular agreement. Security measures are required to reduce program vulnerability from successful adversary collection, exploitation of critical information, and violations of export control requirements. The prime recipient shall ensure all subrecipients, if applicable, conform to these requirements as required by the prime recipient.

7.0 Program Protection Plan Requirements

Any potential critical program information (CPI) generated as part of this effort will be reviewed to determine the need for a PPP or to be included as part of an existing PPP.
