About this file

This Statement of Need document outlines requirements for the 60 MDSS/SGSM/SE 60 MDG Safety's procurement of a Digital Fire Extinguisher Training System. The requirement is for the Lion BullsEye Digital Fire Extinguisher Training System V3 (or equal), designed to meet Joint Commission Standards for conducting fire drills in healthcare facilities. The system eliminates live burn hazards and provides an indoor training solution that simulates real fire scenarios using laser technology.

The specific deliverables include an Extinguisher Sensing Control System with custom training scenarios for combustible materials, flammable liquids, flammable gas, and electrical fires, and a Dry Chemical Digital Laser Extinguisher with IR signal, laser display, and ultrasonic distance detection. Contractual terms specify 60-day delivery after order receipt, a 1-year warranty, and payment only upon complete contract fulfillment. The point of contact after contract award is Mr. Paul Plamenco, reachable at paul.b.plamenco.civ@health.mil or 707-423-7506.

Statement of Need for

60 MDSS/SGSM/SE

60 MDG Safety

(Lion BullsEye Digital Fire Extinguisher Training System V3/Item#FE1526 or equal)

Description: As per the Joint Commission Standards and guidelines, EC.02.03.03. EP1. The hospital conducts fire drills once per shift per quarter in each building defined as a health care occupancy by NFPA Code 101, the Life Safety, 2021 edition.

The Digital Fire Extinguisher Training System V3, Base Package, eliminates the hazards of live burns, and can be used completely indoors, anywhere fire may occur in a real emergency. One person can plug the system in, set up, and be ready in just a minute. Sensors detect trainees’ actions and respond like a real fire. The flames will only subside and go out if the trainee uses the proper P.A.S.S. (Pull the extinguisher pin. Aim the nozzle at the base of the fire. Squeeze the lever above the handle. Sweep the nozzle from side to side.) method. Bullseye extinguishers are set to discharge for the same amount of time as a real extinguisher and are weighted accordingly to closely simulate actual extinguishers. The BullsEye uses lasers to simulate the discharge of actual extinguishers for a completely clean and safe training experience. Comes with responsive extinguisher sensing control system that allows instructors to replicate real-world scenarios by changing the class of the simulated fire with the wireless infrared remote. This is an “Brand Name or equal’ request.
