About this file
This is a Sole Source Justification document for the repair of two ISU-90 deployment containers at Shaw Air Force Base, being procured by the 20th Contracting Squadron. The document justifies using AAR Corp as the sole source contractor since they are the only manufacturer of ISU-90 deployment containers and their repair parts, with no authorized service providers.
The justification explains that replacing the containers would cost 52.9% more than repairs based on a January 2025 quote from AAR Corp. The procurement falls below the Simplified Acquisition Threshold and will be awarded as a Firm-Fixed-Price contract. The document emphasizes that if the ISU-90s are not repaired, they will remain non-airworthy, requiring classified material to be packed on standard 493L pallets with additional security requirements and costs. While the final quote is pending, it will be evaluated for fair and reasonable pricing per FAR 13.106-3. The solicitation will be posted on SAM.gov despite AAR Corp being the only known source for these repairs.

Sole Source (Including Brand Name) Justification - Simplified Procedures for Certain Commercial Items
FOR OFFICIAL USE ONLY

I. Contracting Activity.
The procuring activity for this requirement is the 20th Contracting Squadron at Shaw Air Force Base. The requiring activity is the , also located at Shaw Air Force Base.
II. Nature and/or description of the action being processed.
This is a new action and will be awarded as a Firm-Fixed-Price contract.
III. Description of supplies/services required to meet agency needs.
The is requesting the acquisition of replacement parts and repair services for two ISU-90 deployment containers.
IV. Statutory authority permitting other than full and open competition.
The proposed purchase of repairs for the ISU90s falls below the Simplified Acquisition Threshold (SAT), and in accordance with FAR 13.106-1(b), we intend to solicit this requirement from a single source. This approach is necessitated by the specialized nature of the military equipment already in place, which requires brand-name specific parts that are only available from one source, AAR Corp. Furthermore, procuring new deployment containers through a competitive solicitation process would be unnecessarily costly and inefficient, resulting in a significant duplication of expenses for the Government without any anticipated cost savings.
In fact, a recent quote from AAR Corp, dated 24 January 2025, estimates the cost of replacing the existing ISU90s with new units at Our analysis reveals that this approach would incur an additional expense of representing a staggering 52.9% increase over the original procurement cost. This excessive expenditure would not provide any corresponding benefits, making it a fiscally irresponsible decision. In contrast, repairing the existing ISU90s would be a much more cost-effective solution, allowing us to leverage the significant investment already made in these assets and maximize our return on investment.
The ISU 90s have a proven track record of durability and longevity, with an excellent shelf-life that can span several years with only occasional repairs required to maintain airworthiness. By repairing rather than replacing these units, we can minimize waste, ensure the continued availability of these critical assets, and maintain our operational readiness.
Moreover, timely repair of this specialized military equipment is critical to our operations, particularly in deployment, Any delay in repairing the ISU-90s would result in unacceptable delays in fulfilling the agency's requirements, compromising our ability to fulfill our mission.
If the ISU-90s are not repaired, they will remain non-airworthy, requiring classified material to be packed on a standard 493L pallet with plastic covering and netting. This would necessitate around-the-clock security by a classified courier and security forces personnel, incurring additional costs and logistical complexities. In order to avoid these unnecessary costs and delays, we believe that soliciting this requirement from a single source is the most efficient and effective way to meet our needs while minimizing costs and delays to the Government.
Therefore, we will proceed with soliciting this requirement from a single source, as it is the most prudent and responsible approach to ensuring the continued availability and airworthiness of our critical ISU90 assets.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
AAR Corp is the only contractor that can provide parts for the ISU-90 deployment container. They are the sole manufacturer of the ISU-90 deployment containers and the parts required for repair. AAR Corp have confirmed that they have no service providers and that the requirement must be solicited from AAR Corp.
