About this file

This document contains the Broadcast Herbicide Spraying Specifications for the Finger Lakes National Forest. The key details are:

The application is by ground equipment only, with no aerial application allowed. The target species are brown knapweed and bull and Canada thistles. The approved herbicides are Stinger, Clean Slate, or Alligare Clopyralid 3, to be applied at a rate of 2/3 pint per acre. Spraying must occur within grasslands that are primarily cow pastures, prior to the plants blooming (no later than early to mid-July). The contractor is responsible for choosing the appropriate timing and dates for treatment. Payment will be based on actual acreage treated, according to submitted herbicide logs. The pesticide applicator must be licensed through the New York State DEC and follow all label instructions, as well as state and federal laws. There are specific restrictions around water resources, equipment cleaning, and reporting requirements. This document is related to the federal contract opportunity for the "Finger Lakes National Forest- Ballard Pasture Broadcast Spray".

Finger Lakes National Forest: Broadcast Herbicide Spraying Specifications

Application is by ground equipment only. No aerial application is allowed.

Species to treat: brown knapweed and bull and Canada thistles.

Herbicide to use: Stinger® (Dow AgroSciences), or Clean Slate (Nufarm Americas, Inc.), or Alligare Clopyralid 3; all are clopyralid products; all herbicide specimen labels either list the species to be treated or a permit (2ee) has been approved.

Application rate: 2/3 pint per acre

Spraying will occur within grasslands that are primarily cow pastures; follow all label instructions for “Rangeland, Pasture, CRP and Non-Crop Uses”

Herbicide application equipment must be calibrated in keeping with New York state regulations; application should be within +/- 5% of the intended application rate

A bid with a “per acre” cost is requested. Per acre cost must be provided in “PART I -

THE SCHEDULE OF ITEMS”. Payment will be based on actual acreage treated, according to submitted herbicide logs.

Timing: Label indicates knapweed treatment may occur up to bud stage; the contractor is responsible for choosing the appropriate timing of treatment.

Previous botanical surveys in this general area indicate flowering begins in early to mid- July for knapweeds; therefore, treatment must occur no later than early to mid-July (i.e., before knapweeds or thistles are in bloom). The contractor is responsible for choosing the appropriate dates for spraying.

As long as label conditions are met, treatment may begin anytime after updated maps of infestation to be treated are provided by the Forest Service to the contractor (no later than June 22 of any given year). These maps will show all areas not to be sprayed based on spring bird surveys, and wetland delineation.

Some wet areas to avoid are fenced, and some are not, and the contractor should rely on maps, shape files, ground conditions, and communication with COR. For mapped wetlands with no buffers, either GPS or communication with COR will be necessary to be sure these are accurately located.

Entrance into a treated area must be in keeping w/ label directions for any herbicide used.

Contractor may submit an invoice for 50% of the entire contract once the work is complete, but may not submit an invoice for the remainder until efficacy checks have been completed by FS staff, which will be no sooner 4 weeks after treatment

Location:

FLNF grassland; area map and individual grassland map attached.

Other requirements:

The pesticide applicator must be appropriately licensed through NYS DEC.

All herbicide use will be in keeping with directions on the specimen label, and state and federal laws; the following are especially noted:

At the actual time of spraying, the contractor must post any grassland access points as closed to restrict entry for a time period in keeping with label directions.

Ensure prompt closure and securing of all gates (except interior gates, see below). Be aware of the potential for small calves to be encountered (which move slower and are not as easily seen as mature cows in tall vegetation.)

Leave all interior pasture gates open or closed as found

Contractor will obtain weather forecasts and current conditions, including wind speed prior to treatment, and will determine when to proceed, based on specimen label precautions.

Pesticide applicator must provide estimated times of treatment to COR.

Applicators will wear personal protective equipment listed on herbicide specimen label.

Storage, disposal, and cleaning of equipment will be in compliance with specimen label directions. Contractor will appropriately dispose of containers after

Forest Service staff counts empty herbicide containers to verify amount of herbicide used.

The pesticide applicator must know how to identify the target species.

Broadcast herbicide shall not be applied within the Protective Strip of water resources. Water resources consist of streams (including dry stream channels), ponds, and wetlands. The Forest Service will provide maps showing where broadcast herbicide will NOT be sprayed. In addition,

▪ Broadcast herbicide shall not be sprayed within 50 feet of ditch lines that feed runoff into water resources via surface flow.

▪ Broadcast herbicide will not be applied to any surface waters, whether permanent or temporary.

Fueling or oiling of mechanical equipment and pouring of herbicides from one container to another must be done outside the water body protective strip.

The protective strip referred to above, cut and pasted from the Finger Lakes

Equipment used to implement invasive plant control shall be inspected for non-native invasive plant seeds or other plant propagules and cleaned by contractor to the extent feasible prior to coming onto NFS land and after treatment.

Report all herbicide use to the FLNF, in addition to required reporting in New

York State. Use the spreadsheet provided to report herbicide to the FLNF.
