About this file

This document is a Specifications file for a federal procurement of agricultural equipment by the USDA-ARS (United States Department of Agriculture-Agricultural Research Service).

The procurement consists of two line items: a 6-row crop planter (CLIN 0001) and a 15-foot grain drill (CLIN 0002), to be delivered to USDA-ARS in Charlotte, Vermont within 15 days of award. The row crop planter must feature 30-inch row spacing with a 3-point hitch mount, vacuum singulation metering with better than 98% accuracy, electric drive with overlap control, 0.5 to 3 bushel hopper capacity per unit with tool-free removal, no-till residue managers, hydraulic unit-level downpressure, and compatibility with ISOBUS displays and population monitoring. The planter must accommodate liquid and granular fertilizer application as aftermarket options and include covered chain drives. The grain drill requires a 15-foot working width, 7.5-inch row spacing, ground-driven mechanical operation, and must weigh under 4,000 pounds empty. It must include a large-grain box with at least 30 bushels total capacity and a small-seed box with minimum 3 bushels capacity, both with adjustable metering, parallel linkage units providing at least 150 pounds downpressure, offset double disc openers with 13+ inch diameter discs, and tool-free depth adjustment in 0.25-inch increments. Both pieces of equipment may be new with one-year warranty or used in good working condition with at least 50% wear-part life remaining and up to 5,000 acres usage. Dealer support must be available within 35 miles of Shelburne, Vermont for both items.

Specifications

Project: Purchase of 15-foot Planter and Grain Drill

GENERAL INFORMATION

1.0 Scope of Work:

Provide row-crop planter and grain drill for planting multiple kinds of crops in research plots and small production fields. Both must be flexible to quickly change crops, varieties, and populations and perform in a variety of soil and field preparation conditions. Planter must be vacuum or positive pressure regulated, include fertilizer application, and include row-unit monitoring for blockages, singulation, and populations. Drill must include both large- and small-seeded boxes. Row units and openers must work in heavy, wet, and stony soils with both minimal and extensive tillage and moderate residue. Can be used.

CONTRACTOR REQUIREMENTS

2.0 Technical Requirements/Tasks:
