About this file
This is a specifications document for a Request for Quotation (RFQ) issued by the USDA Agricultural Research Service for the procurement of one Pulsed Nuclear Magnetic Resonance (NMR) Spectrometer. The instrument must accurately measure oil and protein content in small quantities of whole seed samples from specialty and conventional oilseeds, including pennycress, camelina, sunflower, and soybean. The spectrometer will support the Morris ARS Soil Management Unit's research on alternative oilseeds and must maintain seed viability by keeping samples whole and intact during measurement. The solicitation number is 1232SA26Q1121, classified under NAICS code 334516 with a small business size standard of 1,000 employees; this acquisition is unrestricted and open to all responsible sources.
The technical specifications require a 20 MHz sampling probe compatible with 18 mm glass sample tubes capable of handling samples as small as 10 ml volume, a magnet system with a 25 mm air gap and 0.47 T magnetic field strength, and a Windows-based measurement system. The equipment must deliver high throughput capability to minimize labor costs and time. Required deliverables include equipment delivery to USDA-ARS North Central Soil Conservation Research Lab at 803 Iowa Avenue, Morris, Minnesota 56267, along with installation and training services. Delivery must be completed within one year (365 days) from contract award. No specific pricing terms, contract vehicles (such as FSS, GWAC, or IDIQ), or response deadline dates are specified in this specifications document.

Specifications Pulsed Nuclear Magnetic Resonance (NMR) Spectrometer
GENERAL INFORMATION
1.0 Scope of Work:
Provide a pulsed NMR spectrometer that accurately measures oil and protein content of small quantities of whole seed samples of specialty oilseeds such as pennycress and camelina and conventional oilseeds such as sunflower and soybean.
2.0 Background:
The Morris ARS Soil Management Unit is an internationally recognized leader in researching new, alternative, and minor use oilseeds. Many of these new/alternative oilseed species such as pennycress and camelina have very small seeds and often depending on research objectives, only small amounts of seed are collected from experimental plants. Accurately measuring the oil and protein content of these seeds is critical data that we must collect to determine the effects of experimental factors imposed on the plants such as genetics, weather, soil conditions, and agricultural management. Therefore, a pulsed NMR spectrometer is needed that is versatile enough to measure oil and protein content of the wide variety of oilseed crops we research and be able to accurately handle small and large seed sample sizes depending on the experiment. Also, it is paramount that the seeds measured in the instrument remain whole (full intact) to retain their viability to be used in other experiments. High throughput of samples is also important to save both man-hour time and money.
