Unmanned Aerial Vehicle (UAV) Technical Specifications Summary

This document establishes minimum technical specifications for a professional-grade, NDAA-compliant Unmanned Aerial Vehicle system intended for federal U.S. Government operations. The required system comprises one multirotor quadcopter airframe with a 4.5–6.0 kg maximum takeoff weight, minimum 28-minute flight endurance with payload, and IP43 environmental sealing rated for –4°F to 122°F operating temperatures. The airframe must feature triple-redundant IMU architecture, dual-band GNSS (GPS, GLONASS, Galileo, BeiDou) with RTK-enabled flight controller, secure command-and-control link, and minimum 3+ mile line-of-sight control range. All components must be NDAA-compliant with no People's Republic of China-restricted parts.

The payload requirement specifies a LR1-class stabilized imaging system with 3-axis gimbal stabilization, minimum 20 MP still imagery capability, 4K video at 30 fps or higher, and maximum 500 g weight. The power system includes six intelligent lithium-ion or lithium-polymer flight batteries (98–100 Wh capacity, TSA-compliant, 200+ cycle life) with hot-swap capability and an SL8-class multi-bay fast-charging system providing rapid charge, battery health diagnostics, and thermal protection. An RTK GNSS ground reference station must deliver centimeter-level horizontal and vertical accuracy with real-time corrections to the aircraft, full flight controller integration, long-range correction link capability, and native RTK corrections without third-party receivers. Deliverables include the airframe, LR1 payload, six batteries, charger, RTK ground station, remote controller, protective carrying case, spare propellers, and complete documentation (manuals, safety sheets, maintenance guides). Mission-planning software with waypoint, grid, and corridor mapping plus secure local-only data storage options must be included.
