About this file

This Technical Specification document, prepared by the State of California Department of General Services, Procurement Division, establishes minimum requirements for procuring pesticides—specifically herbicides, insecticides, termicides, and related adjuvants—for use by all California state departments and agencies. The specification organizes herbicide products by mode of action according to the Herbicide Resistance Action Committee (HRAC) classification system and includes detailed requirements for multiple product groups, including acetyl CoA carboxylase inhibitors (such as fluazifop), acetolactate synthase inhibitors (including chlorsulfuron and halosulfuron), microtubule assembly inhibitors (dithiopyr and oryzalin), auxin mimics and growth regulators (aminopyralid and triclopyr), photosynthesis inhibitors (bromacil and tebuthiuron), glyphosate-based products for terrestrial and aquatic applications, phytoene desaturase inhibitors (multiple fluridone formulations), protoporphyrinogen oxidase inhibitors (flumioxazin and oxyfluorfen), and cellulose synthesis inhibitors (indaziflam and isoxaben). The specification also covers insecticides (pyrethroids, imidacloprid, and permethrin), rodenticides (diphacinone formulations), adjuvants including surfactants and oils, and dye colorants. All products must be registered with the California Department of Pesticide Regulation and comply with federal regulations including the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and applicable California Code of Regulations.

The contract is established as a multi-year statewide agreement with a two-year base term and three additional one-year extension options, making it mandatory for use by all state departments and available for use by local governmental agencies. Award will be made by group, allowing bidders to propose products within specified herbicide and insecticide categories. Each product specification includes a reference brand name and active ingredient percentage to ensure compatibility and effectiveness across state procurement. The specification emphasizes that product descriptions are for identification purposes only and that bidders must refer to manufacturer specifications for complete details regarding application, restrictions, disposal, and safety recommendations. All proposed products must maintain compliance with current state and federal pesticide regulations in effect at the time of bid opening.

· Active Ingredient: 90%, Alkyl phenol ethoxylate, Isopropanol and Fatty acids

· Reference Brand: R-11 Spreader Activator Activator adjuvant: Non – Ionic Surfactant It is a nonionic surfactant designed to improve the efficiency of agricultural chemicals by acidifying and buffering the spray solution to an acidic pH, increasing spreading action and promoting more uniform coverage.

· Active Ingredient: 68.9%, Polyoxyalkylene Polyol Fatty Acid Ester

· Reference Brand: Denali-EA Activator adjuvant: Oils The product shall be specially formulated as a non-ionic blend of surfactants and is designed to be used with a wide variety of pesticides where an oil concentrate adjuvant is recommended.

· Active Ingredient: 99.0% Heavy Range Paraffinic Oil, polyol fatty acid esters, polyethoxylated derivatives

· Reference Brand: Agri-Dex Activator adjuvant: Oils The product shall be specially formulated as a modified vegetable oil containing a non- ionic emulsifier system, which can be used as an additive with aquatically labeled pesticides.

· Active Ingredient: 98% Ethyl Oleate, Sorbitan Alkylpolyethoxylate Ester, Dialkyl Polyoxyethylene Glycol

· Reference Brand: Competitor Modified Vegetable Oil Activator adjuvant: Oils The product shall be specially formulated as a modified vegetable oil containing a non- ionic emulsifier system, which can be used as an additive with aquatically labeled pesticides. It is formulated for use with most fungicides, herbicides and insecticides that are labeled for use in agriculture, forestry, golf course, industrial, non-crop, roadside, turf, and ornamentals. It is a disposition and drift management agent that reduces the number of spray droplet fines less than 105 microns and increases the VMD (Volume Median Diameter) of the spray droplets. It generated a more uniform droplet size spectrum which results in enhanced deposition and coverage of the spry on the targeted surfaces.

· Active Ingredient: 100% Modified vegetable oil, Amine salts of organic acids, and organic acid

· Reference Brand: Crosshair Activator adjuvant: Oils The product shall be specially formulated as a non-ionic blend of special surfactant and a highly refined spray mineral oil, which can be used to improve pesticide application by modifying the wetting and deposition characteristics of the spray solution resulting in a more even and uniform spray deposit.

· Active Ingredient: 85%, Mineral oil, 15% Polyoxyalkylene Sorbitan Fatty Acid Esters

· Reference Brand: Grounded W Activator adjuvant: Oils The product shall be specially formulated as a modified vegetable oil containing a non- ionic emulsifier system, which can be used as an additive with aquatically labeled pesticides. Hasten-EA is a formulated modified vegetable oil created as a surfactant concentrate providing excellent wetting characteristics.

· Active Ingredient: 100%, Ethylated seed oil, Polyoxyalkylene Fatty Ester

· Reference Brand: Hasten EA Modified Vegetable Oil Adjuvant: Oils The product shall be a deposition and drift management agent specially formulated for use with conventional spray mixtures in agriculture, forestry, roadside, industrial, non-crop, turf, golf course and ornamentals. It reduces the number of driftable fines (less than 100 microns), and increases spray droplet Volume Median Diameter (VMD). This effect results in a more uniform spray droplet size which increases coverage and deposition on the target surface.

· Active Ingredient: 100%, Modified Vegetable Oil, Aliphatic Mineral Oil, Amine Salts of Organic Acids, Aromatic Acid

· Reference Brand: In-Place Adjuvant: Paraffin Oil The product shall be a low viscosity multi-purpose oil carrier system designed for the application of low volume-basal herbicide applications. When mixed with herbicides labeled for cut-stump, basal bark, dormant stem and other such applications, the EP Base Oil Plus penetrates woody plants, stems, and other foliage to prescriptively deliver a plant-lethal dose of herbicide

· Active Ingredient: 100% Paraffin oil, alcohol ethoxylate

· Reference Brand: EP Base Oil Plus Adjuvant: Pinene The product shall be spreader sticker adjuvant with non-ionic properties designed to improve the contact, wetting and adhesion of pesticides onto the plant surface. The product forms a soft film, which polymerizes protecting spray, deposits from rainfall erosion, volatility and ultraviolet (UV) degradation.

· Active Ingredient: 100% Pinene (terpene) Polymers

· Reference Brand: Attach Adjuvant: Polyvinyl Polymer The product shall be formulated as a deposition aid drift control agent, an effective, easy-to-use adjuvant for deposition improvement and drift retardation in spraying operation.

· Active Ingredient: 1% Polyvinyl Polymer

· Reference Brand: Reign Dye Colorant (1) The product shall be formulated in non-staining, non-hazardous, 100% non-ionic polymeric water-soluble colorant designed to be used with pesticide

· Active ingredient: proprietary

· Reference Brand: Blazon Blue Colorant (2) The product shall be formulated as non-staining aqueous mixture designed to be used with pesticide as a spray pattern indicator

· Active ingredient: temporary colorant

· Reference Brand: Hi-Light Blue Colorant (3) The product shall be formulated as a non-staining, non-toxic colorant compatible with water soluble solution designed to be used with pesticide and for both agricultural and non-crop uses

· Active ingredient: Triphenylmethane blue dye, aqueous solution

· Reference Brand: Mark-It Blue Green Master Dye The product shall be formulated as non-staining, non-toxic dye designed to be used with water-soluble pesticide

· Active ingredient: proprietary

· Reference Brand: none Revision History
