About this file

This Statement of Work (SOW) details the Department of the Air Force's requirement for four pad-mounted, exterior distribution transformers for Homestead Air Reserve Base (HARB) in Florida. The specific transformers are: 1) a 45KVA transformer for MSA (13.2KV-208Y/120V), 2) a 300KVA transformer for MSA NW Fence Lighting (13.2KV-480V Delta), 3) a 45KVA transformer for MSA NE Fence Lighting (13.2KV-480V Delta), and 4) a 75KVA transformer for TACAN near the runway (13.2KV-208Y/120V).

The SOW requires the contractor to provide transformers meeting detailed technical specifications, including being pad-mounted, dead-front, oil-filled, three-phase units with specific voltage ratings, UL-listed, and compliant with ANSI, IEEE, and NEMA standards. Delivery is to Building 213 at Homestead ARB, with the contractor responsible for factory testing, packaging, and providing documentation including test reports, wiring diagrams, operations manuals, and a minimum 3-year warranty. The SOW specifies that installation is excluded, and a post-delivery inspection will be conducted by the government to ensure compliance with all specifications.

Answers to Frequently Asked Questions:

1) Is FR3 Acceptable?

Answer: In order to use FR3 – the government would need the OEM approval and documentation that the particular transformer design (and components) is compatible to

ASTM D6871 for natural ester fluids, and IEC 62770/IEEE C57 references for transformer operation with natural esters.

2) Would a dry-type alternative be acceptable?

Answer: Dry type medium voltage outdoor distribution transformers are universally accepted at all Air Force bases; however, they can only be used if they come with the proper outdoor robust enclosure and insulation. Their OEM certification must meet ANSI/IEEE/NEMA specs and UL listing certification.

4.0 STANDARDS AND COMPLIANCE

Transformers shall comply with:

• ANSI C57 series (transformer construction and performance).

• IEEE Std 386 (separable connectors).

• DOE 10 CFR Part 431 efficiency requirements.

• NEMA TR 1.

• UL 1562 for liquid-filled distribution transformers.

5.0 DELIVERABLES

The contractor shall deliver:

• Four (4) pad-mounted transformers meeting specifications.

• Manufacturer-certified routine test reports and type test data.

• As-built drawings and wiring diagrams.

• Operations and maintenance manuals.

• Warranty documentation (minimum 3-year coverage).

6.0 DELIVERY AND LEAD TIME

• Lead Time: The Contractor shall provide estimated lead time with quote and confirmed lead time within 10 days of contract award.

• Delivery: Delivery shall be FOB Destination to:

Building 213 – Supply and Equipment Warehouse Homestead Air Reserve Base 29350 Westover Street Homestead ARB, FL 33039

• The delivery schedule must be coordinated with the facility POC prior to shipment.
