About this file

This document is a Statement of Work (SOW) for the Curly Pit Crush and Stockpile project on the Flagstaff Ranger District of the Coconino National Forest in Arizona. The project requires the contractor to perform surveying, clearing and grubbing, drilling, blasting, sampling and testing, stockpile surveying for quality control, and crushing and stockpiling of an aggregate material. The contractor must obtain all necessary permits and meet the "Monlux" gradation specification for the aggregate. The contractor is given 10 paid days to meet the gradation requirements. The SOW includes detailed technical requirements, government-furnished information, deliverables and schedule, travel information, and contractor key personnel requirements. The related federal contract opportunity, Solicitation Number 127EAX24R0016, is for the Curly Pit Crush and Stockpile project with the USDA Forest Service, Coconino National Forest, Flagstaff Ranger District.

General Information

1.0 Scope of Work

This project will consist of mobilization, surveying, clearing and grubbing, drilling, blasting, sampling and testing, stockpile surveying for quality control and crushing and stockpiling of an aggregate material in accordance with the plans and specifications.

The Contractor shall be responsible to obtain all permits as required by Arizona Department of Environmental Quality (ADEQ) for the Contractor’s methods of operation(s).

2.0 Background

Curly is an existing pit located on the Flagstaff Ranger District. This pit consists of a hill with a low flat area, previously blasted, at the north/northeast aspect of the hill.

Contractor will remove any overburden, create a staging area, and utilize existing materials for barriers for the safety of the operation. The stockpile and staging area shall not be visible from HWY 180.

Contractor Requirements

3.0 Technical Requirements / Tasks

The Standard Specifications for Construction of Roads and Bridges on Federal Highway

Projects (FP-14 U.S. Customary Units), 2014 are included by reference. The requirements contained in these specifications are hereby made a part of this solicitation and any resultant contract.

The 746-page book entitled “Standard Specifications for Construction of Roads and

Bridges on Federal Highway Projects (FP-14 U.S. Customary Units), is available from:

https://highways.dot.gov/federal-lands/specs

FOREST SERVICE SUPPLEMENTAL SPECIFICATIONS TO THE STANDARD

SPECIFICATIONS FOR CONSTRUCTION OF ROADS AND BRIDGES ON FEDERAL

HIGHWAY PROJECTS (FSSS) may add to, delete from, or modify the Forest Service

Standard Specifications (FP-14).

Specific tasks include the following:

o Contractor shall utilize existing material at pit to create aggregate that meets the required specification per the Forest Service “Monlux” gradation specification.

Contractor is to incorporate overburden and other pit material as needed to achieve desired gradation & PI.

o Contractor is given 10 paid days to meet gradation specifications. Spoils shall be placed on pit floor and pit access apron but shall not be placed on FSR 523. If more material is created it will be put in a separate stockpile designated area. This includes crushing, modifying or adjusting crushing equipment, changing material proportions, testing of different materials on site such as overburden and other materials observed on site that may be incorporated, pit development activities, and final lab test results used for acceptance. After acceptance, the Contractor is to begin crushing & stockpile production work.

o Contractor is to provide test results per specification requirements in a timely manner for concurrence from a state licensed testing facility.

152.05 Survey and Staking Requirements. This work consists of surveying, recording of data, and calculations as necessary to measure material in the stockpile file from the initial layout to final completion. Reset stakes, refine 3D data, or both as many times as necessary to complete the work.

154.03 Sampling. This work consists of obtaining samples for testing. Sample and split samples according to AASHTO or other acceptable procedures. The location of statistical acceptance sampling will be provided using a random number system. Label samples properly (see FP-14 for all label requirements).

154.05 Records. This work consists of reporting test results within 24 hours. Report test results on forms containing sample information required by Subsection 154.03. Label interim measurements used to determine the results. Attach work sheets used to determine test values to the test result forms. Payment for work may be delayed or the work stopped until test results are submitted.

201.03 General (Clearing and Grubbing). This work consists of clearing and grubbing within the clearing limits designated in the plans. Do not damaged vegetation designated to remain. Where possible preserve vegetation adjacent to bodies of water.

205.08 Blasting. This work consists of rock fragmentation blasting using production and controlled blasting techniques to construct engineered rock cuts. Before drilling, completely remove overburden, soil, and loose or decomposed rock along the top of the excavation for a distance of at least 30 feet beyond the end of the production hole drilling limits, or to the end of the cut. Use explosives and initiating devices less than 1-year old. Before initiating the blast, prepare a blast plan map and submit it showing designated hole numbers along with individual hole logs completed, dated and signed by the driller. Mitigate uncontrolled gas pressure loss during blasting and excessive blast noise by stemming the upper portion of blast holes with appropriate dry granular material passing the ½ -inch sieve. Blast according to the approved site-specific blasting plan.

314.04. Stockpile Site. This work consists of furnishing and placing material in a stockpile for future use by the Government. Prepare and submit a plan of operation according to Section 105.02. Perform the work in accordance with MSHA 30 CFR, part

56. Obtain CO approval before preparing site(s). Prepare site(s) as necessary to accommodate the quantity of material to be stockpiled in a manner that prevents contamination of the stockpile(s). Obtain CO approval before stockpiling aggregates.

314.05 Stockpile. Build aggregate stockpiles in layers not to exceed 36 inches in thickness. Side slopes of each layer shall be no flatter than 1V:1.5H. Spread aggregates with trucks or other approved pneumatic-tire equipment. Complete each layer before depositing aggregates on the next layer. Do not drop aggregates from a bucket or spot in one location to form a cone-shaped pile. Do not push aggregates into piles.

703.05b Surface course aggregate. This work consists of furnishing hard, durable particles or fragments of crushed gravel conforming to the “Monlux” gradation specification (See Plan Sheet C-01), and other testing limits. Obtain the aggregate gradation by crushing, screening, and blending processes as necessary. Fine aggregate, material passing the No. 4 sieve, shall consist of natural or crushed sand and fine mineral particles.
