About this file
This is a Statement of Work (SOW) from the US Department of Agriculture (USDA) for aggregate crushing services in the Quartzite gravel pit located on Forest Service land west of Encampment, Wyoming. The contract requires the contractor to produce and stockpile crushed gravel for Forest Service road surface rock replacement, with a performance period of approximately 10/1/2025-9/30/2026. The contractor must furnish all labor, equipment, and materials to crush gravel meeting specific gradation and quality specifications, including a requirement for one gradation test with Atterberg limits per 1,500 tons of material.
Key requirements include maintaining access roads, protecting drainages, rehabilitating disturbed areas, and following strict safety and environmental guidelines. The contractor must use a belt-conveyor scale for measuring material, submit daily production logs, develop a quality control plan and safety plan, and comply with MSHA and OSHA regulations. The aggregate must meet precise gradation specifications, with percentages of material passing through different sieve sizes carefully defined. The project has an Acceptable Quality Level (AQL) of 85% for gravel production and gradation, with potential performance evaluations and rework requirements if standards are not met.
