About this file

This is a Statement of Work (SOW) for the upfitting of 8 USDA Forest Service Law Enforcement patrol vehicles (2024 Ford F-150 Police models) located at the USDA Forest Service facility in Lakewood, CO. The SOW details comprehensive emergency vehicle equipment installation requirements including Whelen light bars, sirens, control systems, partition cages, computer docking stations, radio equipment, and vehicle markings/decals according to Forest Service specifications.

The contractor must complete the upfitting within 60 days of receiving the government-furnished vehicles, have a facility within 300 miles of the pickup location, and be able to begin work within 30 days of contract award. Key requirements include standardized installation methods, protective wiring techniques using butt connectors with solder and shrink wrap, secure storage of vehicles during upfitting, and contractor responsibility for any damage while vehicles are in their possession. The contractor must provide transportation of vehicles between the USDA facility and upfit location, and offer a lifelong workmanship warranty along with standard manufacturer warranties on installed products.
