SOURCES SOUGHT NOTICE

UNITED STATES ARMY-NORTH (ARNORTH)

HELP DESK, IT OPERATIONS, AND INFORMATION ASSURANCE SERVICES

W9124J-21-R-HELP

INTRODUCTION

The Mission Installation Contracting Command (MICC), Fort Sam Houston, TX is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for US Army North is the Army Service Component Command (ASCC) to US Northern Command (NORTHCOM), and must be capable to stand up and deploy multiple task forces in the event of natural or man-made disasters. The services described in this PWS will support the Command in its mission to provide an ITIL®- aligned (or equivalent) Tier 1, 2, and 3 Service Desk operations, as well as cybersecurity support, for command and control of forces in day-to-day, training, and contingency operations.

The U.S. Government desires to procure the non-personal services to a competitive 8(a) small business set-aside basis, provided two (2) or more qualified 8(a) small businesses respond to this sources sought synopsis with information sufficient to support a set-aside.

Be advised that the U.S. Government will not be able to set aside this requirement if two

(2) or more 8(a) small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business (HUB) Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.

This is a follow on to contract number W9124J-18-F-002, is under the 8(a) Program Contractor: CFOCUS Software Inc.

PLACE OF PERFORMANCE

The vast majority of the work to be performed under this contract shall be performed in the US Army North Headquarters, Fort Sam Houston, Texas, with some work at remote locations within the United States.

PROGRAM BACKGROUND

US Army North is the Army Service Component Command (ASCC) to US Northern Command (NORTHCOM), and must be capable to stand up and deploy multiple task forces in the event of natural or man-made disasters. The Army North Information Technology Directorate, known as the “G-6,” provides Help Desk/Service Desk, daily operations management, technical management services, and cybersecurity support for the Command. US Army North controls its own NIPRNET and provides all planning and support, to include all required RMF/ATO processes. The Fort Sam Houston (FSH) Network Enterprise Center (NEC) owns the SIPRNET; however, there is a cooperative arrangement in which Army North provides certain SIPRNET planning and administrative functions, to include maintaining the Tenant Security Plan (TSP), planning new SIPRNET connections, and coordinating for the Authority to Connect (ATC) for new and changed SIPRNET instances.

The Command conducts two major National Level Exercises, as well as communications exercises, certification exercises and conference support both locally and throughout the U.S. Northern Command (USNORTHCOM) Area of Responsibility (AOR). During training and contingency operations, all tiers and cybersecurity may be required to support operations on a 24 x 7 basis. The Command uses a planning factor of 28 days per year (4 weeks) for the conduct of 24 x 7 operations.

REQUIRED CAPABILITIES

The Contractor shall provide The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform network support as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this PWS. In general, the requirement consists of four (4) areas: Three (3) Information Technology Information Library (ITIL)®-aligned (or equivalent) Tiers: Tier 1 - Service Desk / Help Desk; Tier 2 – Network Operations; Tier 3 - Technical Management; and Cybersecurity Program Management.

Further detail is provided in the draft Performance Work Statement (PWS) attached to this announcement (Attachment 1).

If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization;

and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes:

compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.

SPECIAL REQUIREMENTS:

Personnel and Facility Security Clearances. Contractor and sub-contractor personnel performing IT Operations functions shall have a minimum of a SECRET clearance.

Contractor and sub-contractor personnel performing Operations functions shall meet DoD 8570.01-M IAT Level II requirements prior to the start of performance, to include the IA Baseline Certification and CE/OS Certificate. In addition, personnel performing privileged user roles with IA Management, NIPRNET, or SIPRNET shall have the appropriate investigative level as required by AR 380-67. Contractor shall provide the requirements information, to include copies of certification documents, to the COR upon start of performance.

A DD Form 254 Contract Security Classification Specification shall apply to this requirement and the prime contractor shall have or demonstrate ability to obtain a Secret Facility Clearance.

ELIGIBILITY

The applicable NAICS code for this requirement is 541513 with a Small Business Size Standard of $30M. The Product Service Code is D301, IT&Telecom-Facility Operations and Maintenance. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.

ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES

STATEMENT)

A draft Performance Work Statement (PWS) and draft Personnel Qualifications Description are attached for review. (Attachment 1)

Interested parties are requested to submit a capabilities statement of no more than ten

(10) pages in length in Times New Roman font of not less than 10 pitch The deadline for response to this request is no later than 12:30 pm, CST, 02 Dec 2020. This documentation must address at a minimum the following items:

1.) What type of work has your company performed in the past in support of the same or similar requirement?

2.) Can or has your company managed a task of this nature? If so, please provide details.

3.) Can or has your company managed a team of subcontractors before? If so, provide details.

4.) What specific technical skills does your company possess which ensure capability to perform the tasks?

5.) Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company’s ability to perform at least 50% of the tasking described in this PWS for the base period as well as the option periods.

6.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc.

7.) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran- Owned Small Business Concern.

8.) Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements.

9.) Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Please contact the MICC Advocate for Competition, Scott Kukes at scott.d.kukes.civ@mail.mil or 210-466- 3015, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the beta.SAM.gov notice. Provide specific aspects that unreasonably restrict competition and the rationale for such conclusion.

The estimated period of performance consists of Base year twelve (12) months, plus two

(2) twelve month options, with performance commencing in May 2021. Specifics regarding the number of option periods will be provided in the solicitation.

The contract type is anticipated to be a Firm Fixed Price (FFP), competitive 8(a).

The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act or a collective bargaining agreement.

Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small- Business responses and conduct further market research to identify a subcontracting goal.

All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.

No phone calls will be accepted.

All questions must be submitted to the contract specialist identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
