About this file

Summary

This is a Justification for Sole Source (Simplified Procedures – MPT to ≤ SAT) document, number 1301339383, submitted by the Surface Combat Systems Training Command (SCSTC) at Dahlgren, Virginia. The document justifies a sole source procurement of spare hard drives and related components from Dedicated Computing LLC for the SCSTC Aegis Virtual Operator Trainer (AVOT) system. The required supplies consist of two assembled kit configurations: FGI-LHM000037 Spare Drive Kit 1U Management (quantity 16) and FGI-LHM000038 Kit Spare Drive Carrier 2U Compute SVR (quantity 32). Each kit contains specific hard drive trays (CCZ-25EK3 series) and Samsung PM1653 2TB SAS Internal Enterprise solid-state drives.

The justification establishes that only Dedicated Computing specifications can satisfy the requirement because all hard drives must be identical in type and brand for proper operation in the existing redundant array of independent disks (RAID) configuration. SCSTC Dahlgren currently uses 2TB SSD (SAS) hard drives and Dedicated Computing adapters in servers that support AVOT installations across multiple global locations including Norfolk VA, Mayport FL, San Diego CA, Everett WA, Yokosuka Japan, and Rota Spain. The components are designated as direct replacements for existing equipment, and the procurement is based on FAR 6.302-1(c) due to unique suppliers from limited sources. The estimated delivery date is 30 days after contract award. The Contracting Officer from NAVSUP Fleet Logistics Center, Norfolk Contracting Department Fleet Directorate determined that only one source is reasonably available, with certification dated March 19, 2026.

Estimated cost: and required delivery date is 30 days after award of contract.

Describe in detail why only this source can furnish the requirements to the exclusion of other sources. (what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)

SCSTC DAHLGREN requires additional hard drives for the SCSTC Aegis Virtual Operator Trainer (AVOT). This requires the above brand name hard drives, adapters and hardware. All hard drives must be the same drive type and the same drive brand because they will be installed in a redundant array of independent disks (RAID) configuration to connect to already existing SAS Hard Drives of the same brand, hardware and adapters from Dedicated Computing. This is required to complete a standardized configuration between AVOT Configurations across the SCSTC domain to include Dahlgren VA, Norfolk VA, Mayport FL, San Diego CA, Everett WA, Yokosuka Japan and Rota Spain which will have an approved Risk Management Framework (RMF) Authorization to Operate (ATO).

Dahlgren is currently using the 2TB SSD (SAS) Hard Drives in our servers. The new hard drives required in this purchase will be used for upgrading the installed tactical program and swapping out the older versions for build updates and adding new countries. The tactical program is in Moorestown, NJ and must be compatible with the SSD Hard Drives in Dahlgren.

The RAID set up consists of SSD (SAS) Hard Drives and Dedicated Computing adapters. These are the only types that are compatible with the configuration to the exclusion of all other brands. This is to maintain consistency, standardize maintenance, and maximize efficiency in the RAID configuration and this is an industry standard.

Procurement of any other brand but Dedicated Computing specifications would cause unduly burden to the Government with the need to re-structure the current infrastructure which would incur an erroneous monetary investment. In accordance with FAR 6.302-1(c), the instant requirement can only be satisfied by unique suppliers from limited sources which are certified resellers.

The requested material or service represents the minimum requirements of the government.

As stated above, any solution employing other than Dedicated Computing specifications would not be compatible with the existing infrastructure and would significantly reduce the ability to successfully employ/deploy additional equipment requests. It is imperative that the new components are consistent with the current configuration. As such, the requested Dedicated Computing products meet the minimum requirements of the Government.

The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

These are “direct replacements” parts/components for existing equipment.
