About this file

This document includes an attachment template for a small business utilization plan and historical small business goals for the Department of Homeland Security's Customs and Border Protection component. The template provides guidance on how offerors should identify their small business size status and propose the percentage of work to be performed by small businesses as prime contractors and subcontractors. It also lists the categories of small businesses and requires offerors to specify the principal supplies and services to be provided by each small business type. Additionally, the document describes the small business subcontracting plan requirements for non-U.S. small businesses. The historical goals attachment shows Customs and Border Protection's past and proposed small business goals by category for fiscal years 2016 through 2020.
