(a) Conduct vessel surveys in coordination with M3R and SCTTR to locate, identify, photograph, biopsy, tag, collect behavioral data, eDNA, fecal samples, and/or Unmanned Aerial System (UAS) drone footage or other types of data on goose-beaked whales, fin whales and other species as required by the ICMP to better understand cetacean distribution and demographics, and document these efforts in a technical report.

(b) Compare photographs of Cuvier’s beaked whales, fin whales and other marine mammals collected during the performance of a (above) existing photographic catalogs to analyze population structure, demographics and distributions of goose-beaked whales (Ziphius cavirostris), fin whales (Balaenoptera physalus) and other species of interest as required by the ICMP program. Summarize the findings in a report.

(c) Identify periods when tagged whales were present within the bounds of SOAR and compare modeled locations of tagged whales against the sonar operations, provided as GFI, to generate estimated received levels and assess possible behavioral responses of tagged whales to sonar. Summarize the findings in a report,

(d) As part of performing the surveys, the contractor shall use NUWCDIVNPT’s Directional Command Activated Sonobuoy System (DICASS) receiver, made available for use by the Government, to command DICASS sonobuoys to transmit a signal for Controlled Exposure Experiments (CEEs) on tagged beaked- and/or fin- whales, or other species of interest, if conditions permit execution of CEEs. Summarize the findings in a report.

(e) Provide Fuel and truck rental (paid for by sponsor).

2. The offeror shall provide proof of experience with placement of SMRT tags on Cuvier’s beaked whales and fin whales on SOAR, and analysis of these SMRT tag data to evaluate the behavioral responses of the tagged animals to Mid-Frequency Active Sonar (MFAS).

(a) Locate, identify, photograph, biopsy, tag, collect behavioral data, eDNA, fecal samples, and/or Unmanned Aerial System (UAS) drone footage or other types of data on goose-beaked whales (Ziphius cavirostris), fin whales (Balaenoptera physalus) and other species of interest as required by the ICMP program at SCTTR, and document these efforts in a technical report. The technical report shall require only one Government review/comment cycle to accurately and completely document results of marine mammal tagging operations.

3. Analyze population structure, demographics and distributions of goose-beaked whales (Ziphius cavirostris), fin whales (Balaenoptera physalus) and other species of interest as required by the ICMP program and summarize findings in report. The analyses shall be accurate within the limits of the tagging technology, the marine environment and animal behavior. Resolution of any issues with the summary report takes only one Government review.

(a) Monitor tagged marine mammals, infer behavior, and integrate data into existing archives. Reports shall be complete and accurate within the limits of the tagging technology, the marine environment and animal behavior. Assessments and inferences concerning behavior are sound and reasonable. Resolution of any issues with the data takes only one Government review.

3.2 Personnel

(a) Labor Matrix The offeror shall provide a complete labor matrix representing the full five (5) year level of effort that demonstrates an appropriate mix of personnel to accomplish all tasks/subtasks in the Statement of Work (SOW). The labor matrix shall correlate the labor categories with the corresponding hours to the SOW tasks. Below is the Government’s estimated labor mix for all SOW tasks/subtasks for the base year and all option years:
