About this file
This Scope of Project document outlines Montana State University's requirements for dedicated Internet service infrastructure to be provided for its Bozeman campus. MSU seeks a service provider capable of delivering a minimum 100 Gbps network with both Internet2 and commodity Internet services, featuring geographically diverse redundancy with Wide Area Networking paths extending both east and west from Bozeman. The primary local loop requires a 1x100 Gbps minimum single-mode fiber drop to Room 75 Renne Library with exclusive use by MSU, while a mandatory redundant local loop at 1x100 Gbps minimum must utilize a separate physical fiber route terminating in Room 22 of AJM. All network services must be fully operational and ready for testing by May 14, 2026. The RFP opened November 20, 2025, with proposals due December 30, 2025, at 12:00 AM MST, and prospective bidders must submit questions to the public Q&A board by November 25, 2025.
The bidder must demonstrate commitment to future 1x400 Gbps capacity expansion and provide transit and settlement-free Internet access with non-blocking routes to tier-1 Internet Exchange Points. MSU reserves the right to utilize the service to provide peering services to other Montana State University campuses and public entities at no additional cost to MSU. The service provider must maintain 7x24x365 monitoring and technical support with documented service level agreements aligned with industry best practices, including response times, escalation procedures, and five-year uptime statistics. Bidders must provide copies of service level specifications, support processes, and ticket system examples demonstrating problem and incident resolution capabilities. Preferred requirements include private cloud connection services such as Oracle FastConnect. No additional costs for service level support enhancements are permitted. Payment terms are established at Net 30 with no available discount, and offerors must demonstrate financial stability through audited financial statements from the preceding three years.

ATTACHMENT 1: SCOPE OF PROJECT
1.0 Background/Overview
Montana State University requires physical networking infrastructure and services at a minimum of 100 Gb/s providing both Internet2 and commodity Internet services. Such network shall be redundant with Wide Area Networking paths both East and West from Bozeman, Montana. Service providers shall allow Montana State University to provide peering services to other Montana State University campuses, and public entities, at no additional cost. Physical infrastructure and services will contain service levels in alignment with industry best practices. Network services must be provided for testing and traffic no later than May 14, 2026.
1.1 Statement of Work
The University Information Technology (UIT) at Montana State University (MSU) seeks proposals to provide Internet service to the Bozeman Campus. The Internet service must be solely dedicated to MSU with geographically diverse redundancy. Vendor is to propose a redundant loop services and associated costs. MSU reserves the right to select this option at its discretion.
1.2 Mandatory Requirements
• Local Loop:
o 1 x100 Gbps minimum SM Fiber drop at Room 75 Renne Library, Bozeman, MT o Exclusive use of fiber drop by Montana State University o Bidder must be able to provide maps to show fiber path to the point of handoff from Room 75 of Renne Library, Bozeman, MT
• Redundant Local Loop Services:
o Redundant 1x100 Gbps minimum local loop
▪ Redundant loop can’t travel over the same physical fiber route. IT must be provisioned as a separate physical route from the provider handoff in Renne and would terminate in room 22 of AJM
▪ Exclusive use of fiber drop by Montana State University
▪ Bidder must be able to provide maps to show primary and redundant fiber paths to the points of handoff from Room 75 of Renne Library and Room 22 of AJM, Bozeman, MT.
• Wide Area Network (WAN) Redundancy with an East/West Route Out of Bozeman, MT:
o Diverse paths east and west out of Bozeman at provider handoff configured redundantly and each capable of the full 100Gbps of traffic.
o Must demonstrate commitment to 1x400Gbps in the future, if not available at time of installation.
• Network Specifications: Networking Services and Peering:
o Access to Internet2 and full remote commodity Internet at a minimum of 100
Gbps. Montana State University should be the primary user of this dedicated service.
o Service must be transit and settlement-free, provide non-blocking routes to tier 1 Internet Exchange Points o Montana State University must be allowed, at no additional cost, to provide Internet2 and full route commodity services to other public entities (Federal/State/Local/Other Montana State Campuses) who connect to a transit point in Bozeman, MT.
• Service Level:
o Bidder must provide a copy of their service level specification and uptime statistics from the last 5 years. This specification must be in alignment with industry best practices for maintenance of a mission critical enterprise network. No additional costs for service level support will be allowed.
o Bidder must provide description of support process and ticket system including examples of problem and incident resolution.
▪ Provide the process for Montana State University to request support
▪ What is the response time?
▪ What is the escalation process for emergent issues?
o Monitoring and technical support must be available 7x24x365
1.3 Preferred Requirements
• Private Cloud Connections:
o Describe (if any) available private cloud connection services such as Oracle "FastConnect"
• Local Loop:
o Must demonstrate commitment to 1x400Gbps in the future, if not available at time of installation.
• Redundant Local Loop Services:
o Must demonstrate commitment to 1x400Gbps in the future, if not available at time of installation.
• Wide Area Network (WAN) Redundancy with an East/West Route Out of Bozeman, MT:
o Must demonstrate commitment to 1x400Gbps in the future, if not available at time of installation.
