Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: 18th Contracting Squadron Purchase Request/ Identification Number:

F2H3S90065AK01

Project/Program Name: Laundry Point of Sales and Accounting System

Estimated Contract Cost (including Options):

$64,038.00

Section B: Description of the Supplies/Services Required

Camp Kinser and Kadena Laundry facility require a new Point of Sales(POS) system per the Air Force Audit Agency Finding. The current system (Cleaner Control) is 30 years old and vulnerable to malicious logic due to uncertified anti-virus software, outdated signature files, and disabled software. The new POS we are requesting is REC TRAC and Main TRAC. REC TRAC is a central database that manages activities and performs transactions while Main TRAC tracks costs for all work performed.

Section C: Justification for Soliciting from a Single Source

The requiring activity (18 FSS) is requesting REC TRAC and Main TRAC brand-name system because they are already proven effective by the Air Force. It is in use at all Air Force Bases worldwide for NAF facilities and has a proven track record. Both softwares allow fully customizable system catering to APF-operated laundry facility. Additionally, acquiring this software standardizes the software currently used by Morale, Welfare, Readiness (MWR) facilities Air Force-wide. Vermont Systems, Inc. owns the proprietary right for the software with no authorized reseller; hence, this requirement will be sole-sourced to Vermont Systems, Inc. The availability of local contractors to annually maintain this system prevents vendors located in U.S. to travel to Okinawa, resulting in a cost savings of over $31,000 per year.

Section D: Efforts to Obtain Competition

The Laundry facility manager and Chief of 18 FSS IT department conducted extensive market research and has determined that there are available off-the-shelf software systems that has similar capabilities to that of REC TRAC and MAIN TRAC; however, as aforementioned in section C, REC TRAC and MAIN TRAC are fully customizable to meet the needs of the Camp Kinser and Kadena Laundry facility. Because Vermont Systems Inc. owns the proprietary right for the software with no authorized reseller, only their software will support our requirement.

Section E: Steps to Preclude Future Single Source Awards

Unless Vermont Systems, Inc. allows authorized reselling of their proprietary software, the need for sole source to Vermont Systems, Inc.

will exist in future requirements. Market research will be conducted on a continuous basis at important increments throughout the lifecycle of this system to learn of new capabilities that would preclude from future single source awards.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
