COMBINED SYNOPSIS/SOLICITATION
673 CS Hardware Tools & Materials
(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be used.
(ii) Solicitation FA500025Q0010 is issued as a request for quotation (RFQ).
(iii) The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03, effective 17 January 2025; Defense Federal Acquisition Regulation Supplement effective 18 December 2024, and Department of the Air Force Federal Acquisition Regulation Supplement effective 16 October 2024.
(iv) This requirement includes a 100% Small Business set-aside. The North American Industrial Classification System (NAICS) code associated with this procurement is 332216 – Saw Blade and Handtool Manufacturing with a small business size standard of 750 employees.
(v) The following table represents the proposed line items, quantities, and unit of measure:

(vi) This requirement is for a multitude of hardware tools and materials to support the establishment of a fully functional Cable Systems shop. The items provided will be in accordance with those listed in Attachment 1: Hardware Material-Tool List.
(vii) Delivery location of this requirement will be to Joint Base Elmendorf-Richardson, Alaska. Delivery date will be 30 Calendar Days ARO. FOB point will be Destination.
(viii) FAR 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (Sep 2023) applies to this acquisition and is hereby incorporated by reference, with the same force and effect as if it were given in full text. The following have been tailored to this procurement and are hereby added via addendum as paragraph (m) of the provision:
(m) Quote Preparation Instructions.
(1) To assure timely and equitable evaluation of quotes, vendors must follow the instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this solicitation, attached specifications, and any additional documents.
(2) Specific Instructions:
(i) Technical Acceptability – Submit product specifications and/or part numbers of the item being submitted in sufficient detail to evaluate compliance with the requirements in the solicitation.
(ii) Price – Submit one (1) copy of a price schedule.

(iv) FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (Nov 2021) applies to this acquisition and has been tailored as provided below:
(a) The government will award a contract resulting from this solicitation to the responsible offeror whose quote confirming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
(1) Price
(2) Technical Acceptability
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before an award.

Addenda to FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (Nov 2021)
The following is hereby added via addendum as paragraph (c) of the provision:
(c) Basis for Contract Award – Award will be made to the lowest evaluated price that meets the acceptability standards for non-priced factors. The Government will evaluate price factors and intends to make award without further interchanges with offerors, but reserves the right to, if deemed in the best interest of the Government. Quotes that fail to conform to any of the solicitation terms and conditions may be excluded from contract award consideration. The evaluation process will include the following:
(1) Price
(i) The Government will rank all quotations by price. Award will be made to the lowest priced quotation that meets the acceptability standards for non-price factors.
(2) Technical Acceptability
(ii) The Government will evaluate quotes on a pass/fail basis and assign an Acceptable of Unacceptable rating as described in Table 1 below:

Pass The vendor provides required items meeting the specifications contained within the solicitation, specifications, and any additional documents.
Fail The vendor does not provide items that meet the specifications contained within the solicitation, specifications, and any additional documents.

(v) Each vendor shall ensure to include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications – Commercial Products and Commercial Services with its quote. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services. (a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003 , Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003 , Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF.
Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer:

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.

The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The Government is obligated only to the extent of authorized purchases made under the contract.
Any changes to this solicitation and any resultant contract must be completed in writing by the Contracting Officer. Changes made that are not authorized by the Contracting Officer are done at the risk of the contractor, to include costs incurred. The Contracting Officer is the only government representative authorized to change the terms and conditions of this requirement.
