Attachment 2 Questions

Background: The scope of work is listed under the Statement of Work. All requirements are part of a life cycle replacement prgram. DoDEA is broken up into three regions (Americas

(United States), Europe, and the Pacific). Each Region may receive computer supplies and/or equipment (i.e. laptops and/or peripherals) on a rotational basis, in one or more regions, or all at once. We believe that in terms of supplies versus services that this requirement will be 80% commodities and 20% services. Services consist of any warranty work performed.

1. Are there any TAA compliant chromebooks in the commercial market?

a. If yes, please list manufacturer, model/model#

2. Describe how you would process items (as outlined in the SOW) under warranty (We do not accept mail-in warranties)?

a. What is the average turn around time for general warranty repair (understanding times vary based on the repair)?

b. Which companies are you an listed as an authorized reseller (i.e. Dell, HP, etc)

c. Can you perform warranty work on a broad range of laptops and peripherals?

d. Please submit a logistal plan on how you intend to handle shipment of warranty items within the U.S. and outside United States?

e. Explain how you would handle on-site warranty work in Americas (U.S.), Pacific and Europe.

3. The Government will require all contractors comply with DFAR 252.211-7003 “Item Unique Identification and Valuation” MAR 2016, is your company equipped to comply?

4. If you subcontract with an OEM or another subcontractor for a specific product, and they provide defective or faulty product(s), what type of remedy would you use in resolution of the situation?

a. If there was a massive product recall on a product line, what steps would you take to ensure the Government was well informed on how you would handle this how would you implement:

i. The product recall in terms of switching out the affected product(s)

ii. Coordinating a delivery schedule that would have as little impact on the

Government as possible

iii. What type of on the ground presence would be available outside of the United States to deal with such an issue?

b. If a product recall was initiated in what way would it affect the existing warranty?

I.e. would the warranty period begin with the replacement product?

c. What leadership role would you take as the Prime to get the subcontractor to resolve an issue in terms of quality or delivery/production?

d. What are your backup alternatives if you or your subcontractor cannot meet the stated contract terms in regard to quality, delivery, or warranty fulfillment?

To better help you answer these questions I’ve attached a list of our schools (See attachment 3) with their locations.

The next question is based on the purchase of 5,000 laptops to a specific region, each location should reflect a different year. In other words delivery to Europe would be year 1, Pacific Year 2, and U.S. in year 3.

1. What is the average lead time to deliver 5,000 laptops to each of the following locations:

a. Europe

b. Pacific

c. U.S.

2. If a requirement was to deliver 12,000 laptops (or 4,000) per region, describe your delivery plan in meeting a 90-120 day suspense.

a. Is that even practicle? If not, what is a reasonable commercial delivery schedule for that quantity?

3. Describe challenges, if any, associated with meeting a Jun – Aug delivery scheudule?

a. How would you mitigate any challenges?

b. When would you need to receive a contract to meet a Jun-Aug delivery?

4. Describe the logistics of providing warranty repair services in the United States and outside the United States.

5. Describe the logistics of providing delivery services in the United States and

Outside the United States.

6. Based on the caronavirus outbreak, what additional challenges do you anticipate?

a. Do you anticipate your workforce being impacted by the outbreak?

b. What type of challenges do you anticipate in terms of delivery?

c. What challenges do you anticpate in terms of manufacturing?

d. What impact, if any, do you anticipate there would be on shipments of items used in the production of laptops.

7. We may have on-ramp /off-ramp provision in our contract. On-ramp / off-ramp requirements allow the Government, in the case of a multiple award IDIQ remove or add contractors. For example: If we had five awards and after two years one or more of the contractors had poor performance or only competed on a minimal number of requirements; under the contract the Government could, at the time of option exercise decide to off ramp the contractor. Off-ramping would consist of not soliciting the contractor for future work. If this occurs we would on-ramp the next contractor in-line for award for for the remainder of the contract term. We would off-ramp and on-ramp contractor on a one-to-one basis never exceeding the original number of awards.

To do this contractors would need to be willing to maintain their pricing for the term of the contract. Would you be willing to maintain your contract pricing for us to ten years?
