About this file

This is a response template for a Sources Sought solicitation issued by the Internal Revenue Service (IRS) for a Joint Enterprise Tax Calculator Solution (JETCS). The template is designed to collect information from vendors regarding their capabilities to provide cloud-based tax calculator software that integrates with IRS systems using standard API architectures. Responses are due May 8, 2026, at 3:00 PM (ET) for the initial submission and May 12, 2026, at 3:00 PM (ET) for the Sources Sought Notice (SSN) response.

The template is organized into four primary sections requesting company profile information, capability assessments, competition mindedness feedback, and task-specific questions. Company profile requirements include identification of points of contact, SAM UEI, NAICS codes, relevant government contracts, business classification, annual revenue for three years, and teaming arrangements. The capability section addresses whether vendors offer Commercial-off-the-Shelf (COTS) tax calculation products, including CMMI Level III or ISO 9001 certification status, current installation locations, and ability to meet specific PWS requirements in sections 4.2 through 4.5. Vendors must detail published API capabilities, processes for identifying and integrating tax law changes, documentation practices, security documentation and ATO experience, and ballpark pricing and timelines. Task-specific questions address five key areas: orientation briefing experience, system integration and performance with large data volumes, operational and maintenance capabilities for tax software, federal security and compliance experience, and tax form support (1040, 1041, 1065, 706, 1120, 1120-S) and API licensing policies. This is a market research tool and not a formal solicitation for proposals.
