About this file

This is a Request for Information (RFI) issued by the U.S. Food and Drug Administration (FDA) Office of Acquisitions & Grants Services for the Systems for Inspection & Imports, Recalls Compliance, and Enforcement (SIRCE) II program. The RFI number is 75F40126Q00072, with a response due date of March 6, 2026 at 12pm Eastern Time. The document was sent on February 19, 2026.

Attachment 2 presents a representative technology stack that potential vendors should be familiar with or capable of supporting. Infrastructure requirements include on-premise deployment (physical and virtual machines), AWS EC2 as the primary cloud platform, with secondary support for Azure and Google Cloud Platforms, and Appian Cloud. The stack encompasses multiple operating systems and servers including Oracle HTTP Server, Oracle Linux, RedHat Linux, Oracle WebLogic, Apache Tomcat, Windows, and Microsoft IIS. Software development must support Agile methodology with DevSecOps using Jenkins, automated deployment pipelines via Git/GitLab, SonarQube, Nexus, Docker, and Kubernetes. Artificial Intelligence capabilities should include Amazon SageMaker and Bedrock with access to frontier models (Meta Llama, Anthropic Claude), Azure AI with OpenAI GPT and reasoning models, and Google Vertex AI with Gemini, along with MLOps using MLFlow for classical machine learning. Additional requirements include emerging design patterns such as Retrieval Augmented Generation (RAG), Model Context Protocol (MCP), Agent to Agent (A2A) capabilities, and customizable downloadable large language models. Data management must support Databricks on AWS, application monitoring via Terraform, AWS CloudFormation, CloudWatch, Grafana, and SolarWinds, and databases including MS SQL, Oracle, PostgreSQL, MariaDB, Databricks, AWS S3, and SQLite. The technology stack also requires automated testing tools (Selenium, Katalon Studio, Appium, JMeter), Section 508 accessibility compliance testing (AMP, NVDA), and proficiency in multiple programming languages and frameworks including Java, J2EE, Oracle Forms/Reports, Oracle Apex, AngularJS, .NET, Python, Bootstrap, Spring Boot, REST/JSON, SOAP, and integration platforms like MuleSoft.
