About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services at or below the Simplified Acquisition Threshold (SAT) under FAR 12, 10(a)(1).

The Aviation Logistics Center (ALC) and Medium Range Recovery (MRR) Product Line seeks to procure 10 units with an optional quantity of 5 additional units of a Lower Attachment Assembly (Part Number 6075-A201-105, National Stock Number 1560-01-HS2-8138) on a sole source basis. The item is required for replacement during routine maintenance of the MH-60T aircraft due to failures, corrosion, and damage. The suggested source is Strata-G Solutions LLC, located in Huntsville, Alabama (UEI: 35824-1537). The justification is based on the "Only One Source Is Available" criterion, citing that Strata-G Solutions LLC, as the Original Equipment Manufacturer (OEM), owns all intellectual property rights, technical data, specifications, and manufacturing drawings. The Coast Guard determined that the item must be manufactured by the OEM to meet critical operational and reliability requirements requiring unique production techniques and sophisticated testing. The item is the only one approved by the USCG Aircraft Configuration Control Board for use on the MH-60T helicopter, and an Acquisition Method Code (AMC) of 3 requires direct acquisition from the actual manufacturer. Fair and Reasonable Price Determination Methods selected include market research, comparison with previous purchase prices, current price lists, comparison with similar items in related industries, and comparison to IGCE.
