PERFORMANCE WORK STATEMENT (PWS)

FOR

TESTING, CERTIFICATION AND REPLACEMENT OF

HIGH VOLTAGE (HV) ELECTRICAL INSULATING RUBBER GLOVES

1.0 General

1.1 Scope:

The contractor shall provide all personnel, equipment, tools, materials, supervision, quality control and other items and non-personal services necessary to test, certify and/or replace High Voltage (HV) Electrical Insulating Rubber Gloves for the Test Equipment Branch at Letterkenny Army Depot, as defined in this PWS, except as specified in Paragraph 3.0 as Government Furnished. The Gloves range from Class 0 thru Class IV Gloves and may have a maximum working value of 36,000 Volts AC (under American Society for Testing and Materials (ASTM) Glove Ratings). Gloves must be tested (certified) biannually (every six months) to remain within Occupational Safety and Health Administration (OSHA) compliance and protect workers from electrocution and arc flash while working on electrical equipment. Once in use, the rubber voltage rated gloves must be retested every 6 months and, if they pass, the gloves shall be stamped with the new test date and put back into service for another 6 months. If the insulating equipment has been electrically tested but not issued for service, the insulating equipment may not be placed into service unless it has been electrically tested within the previous 12 months. Often gloves must be replaced and purchased new. The testing date shall be stamped on all gloves and a test report shall be provided along with all glove purchases. The contractor shall be capable of processing all of Letterkenny’s orders concerning the testing (certifying) and replacing of HV Rubber Gloves within a 30-calendar day turnaround (see Technical Exhibit 3 for Estimated Quantities).
