57th RESCUE SQUADRON
PERFORMANCE WORK STATEMENT
FOR:
MOBILITY FUNDAMENTALS TRAINING
Date: 5 November 2024
PERFORMANCE WORK STATEMENT FOR:
57th RQS COMBAT MOBILITY TRAINING
1.) OBJECTIVE
1.1. This Performance Work Statement defines the effort and execution required from the Contractor to provide instructional services, a training syllabus, facilities, ranges, opposition forces, and vehicles to accomplish combat mobility training. This training will provide the basic knowledge and skillsets for 57th Rescue Squadron (57 RQS) operators to conduct combat mobility. This capability will increase member survivability in the event of Large-Scale Combat Operations (LSCO), and ultimately provide the Air Force a multipurpose, ground-based force multiplier capability.
1.2. Pararescue as an enterprise is reorienting to become more capable in Large Scale Combat Operations. During mission analysis, squadron leadership has identified that the most critical gap in our capability is a lack of knowledge and experience with mobility tactics, techniques, and procedures (TTPs). In order to overcome these shortfalls, we require a European-based vendor with access to vehicles, urban, and rural training areas, weapons, and ranges. We also require instructors with US Special Operations backgrounds that can provide instruction on course material and coordinate full mission profiles. Instruction should be tailored to 57th RQS specified Desired Learning Objectives (DLOs).
1.3. 57th RQS DLOs for this training iteration are to learn scheme of maneuver, vehicle setup considerations, field maintenance, and load plan best practices. Members also must learn and conduct battle drills and weapons employment from within and around vehicles. The training should culminate with the execution of numerous full mission profiles (FMPs) to include a 36-hour extended operation where new skills are employed and integrated with pre-existing skill sets.
2.) GENERAL
The Contractor must provide:
- Instructors
- A training syllabus and schedule that accomplishes tasks outlined in section 3
- Course management including risk mitigation
- Training Facilities including rural and urban environments
- Realistic opposition forces
- Vehicles that 57th members are not liable for (rented out to vendor)
The training plan should be accomplished in nine (9) workdays and be tailored to support nineteen (19) 57 RQS personnel.
3.) SERVICES REQUIRED
The 57 RQS is a USAF Guardian Angel Squadron based in Aviano, Italy. The Air Force has directed the unit to adjust tactics, techniques, and procedures to increase effectiveness and survivability in an aerially denied battlespace, including the capability to perform non-traditional rescue and special warfare tasks in an environment not permissible to fixed and rotary wing aircraft. Therefore, the 57 RQS is increasing their ground mobility capability and requires basic training services to develop the knowledge and skills associated with ground mobility. 57th RQS requests their training to be based on ATP 3-18.14 Special Forces Ground Mobility and strives to have operators at the Level III capability through the execution of this training contract. This requires classroom and hands on training on a variety of subjects as stated in 4.1. In conjunction with the classroom instruction, the 57 RQS requires hands on training to apply these skill sets, ultimately culminating in a full mission profile block to apply the body of training, assess progress and current capabilities, and develop lessons learned for further iterations of ground mobility training.
4. CONTRACT REQUIREMENTS
4.1 Contractor Supplied
4.1.1. All instruction will be provided by a fluent English-speaking instructor with extensive U.S. Special Operations experience.
4.1.2. The Contractor will develop and deliver a training syllabus based on ATP 3-18.14 Special Forces Ground Mobility that meets the objective of obtaining Level III baseline proficiency and familiarization in LEVEL II sustainment for all 57 RQS training attendees tailored to the provided vehicles and familiarization in Level II tasks, including an outline of both classroom and practical training events. The syllabus should have some built-in flexibility in the event of inclement weather and execute it with situational awareness of the forecast weather during the training period.
4.1.3. The Contractor will provide at minimum two (2) 4x4 vans and four (4) Hilux, including insurance for use during the training.
4.1.4. The Contractor will develop and brief a safety plan, to include transportation to medical facilities in the case of serious injury during training.
4.1.5. The Contractor will provide at a minimum four hundred (400) square feet of mission planning space for 57 RQS personnel to conduct pre-mission planning and mission debrief, as well as operate their communications equipment.
4.1.6. The Contractor will provide at least three (3) training areas to meet 57 RQS training objectives, including both paved and dirt road surfaces and ranges to employ both simulated and real weapons.
4.1.7. The contractor will furnish simulated M4s for FMPs and crawl/walk phase of weapons employment training.
4.1.8. The Contractor will provide realistic opposition forces (OPFOR) during practical exercises and full mission profiles familiar with adversary TTPs.
4.1.9. The contractor will develop metrics to document which training objectives are met, gauge student progress, provide recommendations on home-station proficiency drills and exercises, and furnish a certificate of completion at the culmination of the course for each member that outlines the specific training blocks provided.
4.1.10. Upon course completion, the contractor will provide a written assessment of the 57 RQS combat ground mobility capabilities.
4.2. Classroom Training Supplied by Contractor
4.2.1. Contractor will deliver eight (8) hours of classroom instruction covering the following topics:
4.2.1.1. Organization and Movement IAW ATP 3-18.14, Ch 2, Sections 1, 2, & 3
4.2.1.2. Planning Considerations and Preparations for Ground Mobility Operations IAW ATP 3-18.14, Ch 4
4.2.1.3. Navigation IAW 3-18.14, Ch 64.2.1.4. Common Geographic Reference System, IAW 3-18.14, Appendix C
4.2.1.5. Driving Techniques IAW 3-18.14, Ch 7, Specifically tailored to driving in snowy, muddy, and wet conditions
4.2.1.6. Vehicle Recovery Operations IAW 3-18.14, Ch 8
4.2.1.7. Field Maintenance IAW 3-18.14, Ch 9, Specifically tailored to vehicles provided by contracted company 4.3. Practical Training
4.3.1. Contractor will deliver forty (40) hours of practical training utilizing vehicles, training ranges, and opposition forces to apply knowledge and train operations on the following topics:
4.3.1.1. Organization and Movement IAW ATP 3-18.14, Ch 2, Sections 1, 2, & 3
4.3.1.2. Planning Considerations and Preparations for Ground Mobility Operations IAW ATP 3-18.14, Ch 4
4.3.1.3. Navigation IAW 3-18.14, Ch 64.3.1.4. Common Geographic Reference System, IAW 3-18.14, Appendix C
4.3.1.5. Driving Techniques IAW 3-18.14, Ch 7, Specifically tailored to driving in snowy, muddy, and wet conditions
4.3.1.6. Vehicle Recovery Operations IAW 3-18.14, Ch 8
4.3.1.7. Field Maintenance IAW 3-18.14, Ch 9, Specifically tailored to vehicles provided by contracted company 4.4. Full Mission Profile
4.4.1. Contractor will coordinate and run a thirty-six to forty-eight (36-48) hour Full Mission Profile (FMP)/Remain overnight (RON) utilizing vehicles, training areas, and opposition forces that incorporates all aspects of classroom and practical ground mobility training learned and applied earlier in the course, that include at least two (2) of the following training events:
Isolated personnel recovery in a contested/degraded environment Technical rescue/confined space Vehicle extrication Mass casualty incident
Cache site operations
4.5. US Government Provided Equipment/Services
4.3.1. 57 RQS attendees will supply their own civilian and tactical clothing, as well as individual gear to include body armor and NVG’s
4.3.2. Military communications equipment
4.3.3 Technical rescue and extrication equipment
5. MEASURES OF PERFORMANCE
5.1. Contractor will complete 100% of classroom instruction
5.2. Contractor will complete 100% of practical instruction
5.3. Contractor will execute the Full Mission Profile block
5.4. Contractor will deliver recommended home station drills and exercises to maintain proficiency upon course completion and furnish a certificate of completion outlining accomplished training.
