About this file
This is a Project Information and Scope of Work document from the County of Sacramento Department of Waste Management and Recycling (DWMR) for the collection and recycling of unprocessed mixed metals and waste appliances. The DWMR seeks a qualified metals recycling contractor to pick up mixed metals and unprocessed appliances from two facilities: Kiefer Landfill (located at 12701 Kiefer Boulevard in Sloughhouse, CA) and the North Area Recovery Station (NARS) (located at 4450 Roseville Road in North Highlands, CA). The projected outbound tonnages are 10,800 tons in 2024 and 11,775 tons in 2025, consisting of mixed metals and unprocessed appliances including stoves, refrigerators, water heaters, washers, dryers, air conditioners, and microwave ovens. The contract will have an initial one-year term with up to four optional one-year renewals upon mutual agreement. Materials must be hauled off-site using contractor-supplied trailers or roll-off boxes with a minimum 40 cubic-yard capacity, with the contractor required to deliver up to five empty roll-off boxes to each facility and collect filled boxes within 24 hours of notification by the county.
Pricing for mixed metals shall be based on a percentage multiplier of the American Metal Market Monthly Averages for Scrap Iron & Steel Prices (Export Yard Buying Prices, No. 2 Bundles for Los Angeles), using the published value for the prior month. The contractor must submit a cost per ton for processing unprocessed appliances, which will be deducted from the mixed metals pricing. Monthly invoicing will be based on whether the contractor's pricing results in a net payment to or cost for the county. The contractor is responsible for maintaining a certified truck scale at its facility and providing documentation of scale certification upon request. The county will maintain certified scales at both facilities to weigh all outgoing loads. No minimum tonnage is guaranteed. The contractor must provide detailed monthly reports by the fifth day of each month documenting all loads collected, including date, time, location, vehicle identification, weights, tonnage, and material type. All materials must be hauled as unprocessed, with no processing permitted at either facility, and the county is not required to remove refrigerants, PCBs, mercury switches, ballasts, or transformers prior to pickup.
