About this file
This is a Pricing Matrix template for a Blanket Purchase Agreement (BPA) solicitation for subscription-based health promotion television services. The matrix contains three Contract Line Items (CLINs): Television Subscription Service (priced per subscription/year), Additional Displays (priced per display/year), and Optional Services (as proposed). Offerors must identify the service level associated with their proposed subscription pricing, including any limitations on local messaging, programming availability, number of displays supported, and other pricing assumptions relevant to their offering.
The pricing structure does not utilize a Base Year/Option Year format; instead, the BPA establishes a five-year ordering period with firm-fixed pricing throughout. Offerors must complete the Government-provided BPA Pricing Schedule, but may submit supplemental pricing documentation such as commercial price lists, service descriptions, and marketing materials to clarify proposed service levels, subscription options, display quantities, and other commercial terms. In cases of conflict between the BPA Pricing Schedule and supplemental documentation, the pricing schedule governs for evaluation purposes unless the Offeror provides clarification accepted by the Government. The Government reserves the right to normalize pricing for evaluation when offerors propose differing service levels, display quantities, or pricing structures.
