About this file

This preliminary bottling plan outlines the steps a contractor will take to process coal material into bottles for a federal contract opportunity. The contractor will air dry the coal to specifications, initially blend it into nominally equal lot splits using an identified blender, then spin riffle each lot into sublots containing sufficient material to fill the bottles in one run. Each sublot will then be spin riffled into bottles with a target nominal net fill mass and range. Bottle masses will be tracked with labels identifying empty and filled weights. Homogeneity will be tested by sampling bottles for moisture, ash, and sulfur analysis using identified ASTM methods and instruments, with portions from each bottle taken under the same environmental conditions. Test results will report the number of containers analyzed in single runs of ovens or furnaces. This bottling plan supports a solicitation from the Department of Commerce National Institute of Standards and Technology to bottle Standard Reference Material 1632f coal.

Preliminary Bottling Plan for SRM 1632f

The preliminary bottling plan shall document the steps the Contractor will take to process the coal material into bottles and check the bottled material for homogeneity. These steps can be described in outline or sentence form or a combination of both. The steps to process the material into bottles include air drying, blending, spin-riffling into lot splits, spin-riffling into sublots, and bottling the material in each sublot using a spin-riffler. Include details of these steps that demonstrate the process for maximizing the homogeneity of the material across the entire lot and tracking the identity of each bottle. Photographs of the actual equipment used in each blending step and in the bottling step shall be provided. The steps to check the material for homogeneity include the sampling and analytical procedures for determining moisture, ash, and sulfur and the reporting of results of those procedures.

1. Air drying: Describe the procedure to be used for air-drying the coal material to meet the

Statement of Requirements (SOR) (see SOR IV items 3 and 4), including how the material will be raked to promote mixing.

2. Initial blending into separate lot splits: State

A. how the initial blending will be done including identifying the type of blender

B. how the blending will be done

C. how many nominally equal portions the sample will be divided into

D. the process for determining whether nominally equal lot portions have been obtained.

3. Spin riffling into sublots: State

A. how each lot will be split into sublots

B. the number of sublots per lot and the total number of sublots

C. an estimate of the mass of each sublot needed to contain sufficient material to fill all the bottles in one spin-riffling run. For example, if the spin riffler has a total capacity of 100 bottles, the sublot shall contain sufficient material to fill each of those bottles with the mass of coal material required in the SOR.

D. how any excess material that is bottled will be treated.

4. Spin riffling of the contents of each sublot into bottles: State

A. the target bottle nominal net fill mass (mass full minus mass empty)

B. the general procedure that will be used to measure the net fill mass

C. the target nominal range of the fill mass to meet SOR requirements (see SOR IV item 4A)

D. how the bottle masses will be tracked

E. how the bottles will be identified and tracked starting with their empty mass and ending with their transfer to a shipping container, including labeling in the manner as specified in the SOR

(see SOR IV item 8A)

5. Homogeneity testing: State

A. preliminary general plan for which bottles will be sampled (this plan may be revised later in the detailed bottling plan)

B. the ASTM method that will be used for each constituent (moisture, ash, and sulfur).

C. how bottles will be sampled so that moisture, ash, and sulfur test portions from a bottle are removed under the same environmental conditions (temperature and relative humidly) to ensure that the dry mass correction is appropriate

D. the model number and manufacturer of the instrument to be used for determining sulfur

E. the nominal number of containers that can be analyzed in a single run of the oven or furnace used for determination of moisture and ash.
