The mast system consists of an air terminal (lightning rod) on a mast, down conductors and an earth electrode subsystem. The catenary system (overhead wires), consist of one or more overhead wires strung between masts and connected to a grounding system. The area uses a variety of all the mentioned systems in the buildings.
The requirement is that all of the active LPS in this designated area are tested at least biannually. This entire PWS will be monitored by the LEAD COR.

3.1. Facilities: The Government will furnish the necessary workspace for the contractor staff to provide the support outlined in this PWS to include parking space for the mobile equipment and LEAD COR guidance for schedules, quality control and physical directions to the individual sites. This does not include any administrative space for training or other administrative functions.
4. Contractor Furnished Property, Materials, Equipment (CFP/M/E):
4.1. General: Except for those items specifically stated to be Government-Furnished in Paragraph 3.0, the contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1.
4.2. Equipment: The contractor shall provide all equipment necessary in order to reach points that are in the air. The height range is 0 feet to 80 feet. This shall also include ladders, man lifts, climbing spikes (for the catenary systems), etc. the testing equipment shall be able to conduct electrical tests consisting of measuring the bonding resistance of the LPS Components. The test equipment shall be calibrated according to industry standards to test lightning protection systems. Commercially available test equipment can be purchased which can provide a measurement accuracy of 10% minimum. However, the assumptions used in the various test methods will often result in much greater inaccuracies or variations in the repeatability of the test results. Only instruments specifically designed for earth ground system testing shall be used to measure the earth system resistance. These instruments are generally designed to reject ground current. Instruments used to measure the earth resistance shall be able to multiple ranges with ± 10% accuracy. Instruments used to measure the electrical resistance of objects bonded to the secondary ground shall be able to measure from 0-1 Ω with ± 10% accuracy. The same instrument may be used to measure both earth and bond resistances if desired.
5. Requirements: The contractor shall:
5.1. Testing: The testing of all buildings shall be conducted according to a schedule established by the LEAD COR and the testing criteria shall be described in this PWS and then evaluated for quality using the QASP by the LEAD COR or QSA. The entire system in the designated area must be tested. All Test results shall be submitted to the LEAD COR within five (5) working days after the test is complete. CLIN 0001
5.1.1. Testing of air terminals, masts, and catenary systems on three (3) buildings, approximately 215 test points, IAW form AMLD 4413, and this shall be returned to the COR within five (5) working days of the test. The building testing portion externally includes, but is not limited to; bonding, windows, overhead doors, pedestrian doors, external access points and/or within 6-foot side flash distance (which includes any or all points of the LPS system), etc. Earth electrode subsystems and Bonding Checks shall be tested IAW DA PAM 385-64 (appendix D), and test results documented in accordance with form AMLD 4413. The instrument must be capable of measuring resistance up to 1Ω ±10%. The manufacturer’s instruction manual will be followed to assure proper us of the instrument. If the meter reading exceeds 1Ω, the lightning protection subsystem is not acceptable.
5.1.1.1. Bonding: According to DA PAM 385-64; para. 16-25 Bonding shall have:
(A) Protection from side flash must be obtained by either separation distance or by bonding. The required separation distance must be determined by using the formula in NFPA 780, ‘Standard for the Installation of Lightning Protection Systems’ as indicated Bonding is used to reduce the possibility of a side flash and is used to ensure no electrical potential differences are produced by lightning current. Chapter 8 of NFPA 780 shall be used to determine the minimum bonding requirements except as modified herein.
(B) For buildings which are 36 feet in height, or less:
a. Bonding will be required for large masses of metal (400 square inches or larger surface area) located on the exterior or within the facilities.
b. Bonding is also required if the object is within six (6) feet of an opening or within six (6) of any part of the LPS. Examples include facility metal items such as radiators, tanks, permanent machinery, stair rails, ventilators, metal doors, air conducting ducts, metal columns, and metal siding.
(C) For buildings greater than 36 feet in height: Bonding will be required as specified in NFPA 780, Chapter 4.
(D) The material used to bond the LPS to the grounding loop conductor will meet the requirements of DA PAM 385-
64, figure 16.5. The resistance of any object bonded to the LPS will not exceed 1Ω. Exceptions are noted in DA PAM 385-64 table 16-1.
(E) Fences which come within six (6) feet of an explosive structure’s LPS will be bonded to the structure’s LPS.
5.1.2. Testing of the LPS Catenary Systems: Tests shall be performed IAW DA PAM 385-64 (appendix D), and test results documented on AMLD 4413 and shall be returned to the COR within five (5) working days of the test.
Annotate results of three (3) Point Fall of Potential resistance reading (25Ω maximum) in notes section. Lightning protection subsystem (bonding check) have a maximum resistance of 1Ω. LPS Tests shall be IAW DA PAM 385-64 (Appendix F) with results annotated on AMLD 4413.
5.1.3. Resistance of System: The resistance from all air termination systems and down conductors to the lightning protection grounding system shall be 25Ω or less. If not, steps need to be taken until these levels of resistance are met. Additional, deeper ground rods or any other approved method may be used to achieve this reading. At locations were achieving 25Ω or less is not feasible through the installation of additional ground rods or a ground loop conductor, other alternatives are possible but must be approved by the LEAD COR and TPOC.
