PERFORMANCE WORK STATEMENT FOR:
PROLONGED FIELD CARE TRAINING
1. OBJECTIVE
1.1. This Performance Work Statement defines the effort and execution required from the Contractor to provide instructional services, a training syllabus, facilities, moulage, role players, cadaver and/or live tissue models, and scenario management to accomplish Prolonged Field Care training. This training will provide a strong medical foundation for various medical tactics/ techniques/procedures (TTPs) Operators are expected to be proficient with. This capability will increase member effectiveness across a range of potential medical scenarios they may encounter during the execution of their duties, with an emphasis on skillsets essential to conducting PR in a Large-Scale Combat Operation.
1.2. Desired Learning Outcomes (DLOs) for this Prolonged Field Care Training are to learn and practice:
• Considerations for stable/unstable patient for >4 hours,
• Extraction/exfiltration of patient
- Package and prepare for flight/overland exfil
• Prolonged Field Care Casualty Card v25
- Documentation for trending vitals
• Use HITMAN to treat patient
- Hydration (PO/IV/IO (PR)/NG tube
- Foley to measure urine output

2. GENERAL
The Contractor shall provide:
2.1. Fully qualified instructors with experience in training military personnel on Prolonged Field Care tactics, techniques, and procedures (TTPs)
2.2. A training syllabus and schedule that accomplishes the tasks outlined in Section 3.
2.3. Structured training plan that shall be completed within five (5) workdays and is tailored to support eight (8) personnel.
2.4. Classroom environment suitable for up to eight (8) students for the academic portion of the training.
2.5. Moulage role players, and cadaver or live tissue patient models.
2.6. Necessary medical resupply to support the training.
3. CONTRACT REQUIREMENTS
3.1 Contractor Supplied
3.1.1. All instruction will be provided by a fluent English-speaking instructor with extensive experience providing Prolonged Field Care instruction and training to U.S.
military personnel.
3.1.2. The Contractor will provide all personnel, materials, facilities, mannequins, moulage role players, at least one cadaver or live tissue model, and training areas to facilitate training.
3.1.3. The Contractor will provide space for Operator individual equipment storage during the training.
3.1.4. The Contractor will deliver a minimum 8-hour Prolonged Field Care exercise as part of the practical training
3.1.5. The Contractor will provide medical equipment similar to that found in the Joint Force to include Propaq monitors, suctions, O2 tank, and Zoll ventilators.
3.1.6. The Contractor will provide resupply of TCCC medical equipment.
4.2. US Government Provided Equipment/Services
4.2.1. attendees will supply their own civilian and tactical clothing, as well as individual medical equipment to include medical ruck, fanny pack, and IFAKs,
4. MEASURES OF PERFORMANCE
4.1 Contractor will complete 100% of practical instruction.
4.2 Contractor will provide all equipment, facilities, moulage role players, and at least one cadaver/live tissue patient model as required in section 4.
4.3 Contractor will deliver recommended home station drills and exercises to maintain proficiency upon course completion and furnish a certificate of completion outlining accomplished training.
