Trash is not regulated by APHIS and is therefore unrestricted. For example, trash that solely contains empty soda cans would be unrestricted. 6.1.2.2 Regulated garbage includes but is not limited to food scraps, table refuse, galley refuse, food wrappers or packaging materials and other waste materials from stores, food preparation areas, passengers’ or crews’ quarters, dining rooms or any other areas on means of conveyance.
