ATC Carbon Dioxide PSV / Regulator Replacement Performance Work Statement
I. Background The U.S. Army Aberdeen Test Center (ATC) utilizes Carbon Dioxide (CO2) in efforts to simulate extreme cold weather testing and / or rapid temperature transitions by injecting CO2 from a portable storage tanker directly into an enclosed conditioning chamber.
To support these efforts, ATC maintains an inventory of various CO2 storage tankers and ancillary equipment. In order to remain compliant with relevant industry and manufacturer (OEM) standards, these systems require periodic inspection and / or equipment maintenance and repair.
II. Equipment List The following is a list of CO2 tanks relevant to the scope of work below.
a. 50-ton TOMCO Storage Tanks (2 EA)
b. 6-ton TOMCO Portable Tanks (5 EA)
c. 10-ton TOMCO Portable Tanks (2 EA)
d. 1.5-ton TOMCO On-Board Tanks (2 EA) ATC currently procures bulk CO2 from an external contractor and stores it inside of the two refrigerated 50-ton storage tanks. When needed to support testing, an ATC Technician will transfer CO2 from the primary storage tanks to one of the non-refrigerated portable tanks. The 6-ton and 10-ton portable tanks are simply tanks that are mounted to trailers and moved to environmental simulation chambers positioned in remote locations. There are also several 1.5-ton tanks that are mounted inside of the trailers that house the portable temperature chambers.
III. Scope of Work The following outlines responsibilities of / tasks to be completed by the Contractor. The Contractor is responsible for providing all necessary labor and material to complete these tasks, including personnel, equipment, replacement parts or other resources. The Contractor may submit alternative methods, parts or courses of action to what is described in this section to the Contracting Officer Representative (COR). Any deviation approved by the COR shall be expressed to the Contractor via e-mail prior to the commencement of any work or the procurement of any material.
a. Perform visual inspections on all equipment included in Section II – Equipment List, including all storage and ancillary support pieces such as the storage containers, pressure relief valves, piping system, refrigeration system, hose lines, etc. A report shall be provided with any recommendations for maintenance, repairs, upgrades or other guidance to satisfy or address any regulatory, efficiency or other significant measure. Attention should be brought to any issues that may be considered non-compliant in any way by any relevant authority, as well as suggested corrective actions.
b. For two (2-EA) 50-ton storage tanks:
i. Replace two regulators, Cascho 3/8” NPT CA-2/BRZ/BRZ/S2/ (330 PSIG)
ii. Replace two pressure safety valves, Anderson Greenwood Crosby 2” 83FSM1624-J-CO2T
c. For five (5 EA) 6-ton portable tanks:
i. Replace two regulators, Cascho 3/8” NPT CA-2/BRZ/BRZ/S2/ (330 PSIG)
ii. Replace two pressure safety valves, Anderson Greenwood Crosby 1-1/2” 83FSM1216-G-CO2-T
d. For two (2 EA) 10-ton portable tanks:
i. Replace two regulators, Cascho CA-2 3/8” / DN10 NPT
ii. Replace two pressure safety valves, Anderson Greenwood Crosby 1-1/2” 83FSM1216-G-CO2T
e. For two (2 EA) 1.5-ton on-board tanks:
i. Replace two regulators, Cash Acme Automatic Valves 3/8” FRM2
ii. Replace two pressure safety valves, Anderson Greenwood Crosby 3/4” 63BM68-7-CO2-T IV. Period of Performance
i. The Period of Performance is not to exceed 6 months. Initial inspection of equipment to be completed within 30 days of award.
V. Place of Performance
i. Aberdeen Test Center, 6943 Colleran Road Building 400, Aberdeen Proving Ground, MD 21005-5059.
