About this file
This performance work statement and solicitation describe engineering consulting services required by the Federal Aviation Administration. The selected vendor will support the FAA's Flight Services Directorate by performing strategy analysis, resilience engineering, and program schedule management for the Alaska Automation Capability program. Deliverables include risk assessment tools and reports, an implementation framework, cost and schedule models, and a program portal. The period of performance is from May 8, 2023 to July 31, 2023. Meetings will be held bi-weekly at FAA offices in Washington, D.C. This is a total small business set-aside solicited by the Department of Transportation Volpe Center under simplified acquisition procedures, with a single fixed-price award anticipated. PERFORMANCE WORK STATEMENT (PWS)
1.0 Background
The Federal Aviation Administration (FAA) Flight Service Directorate is the primary governmental link to safety-critical weather data, aeronautical information, and flight planning services for multiple stakeholders across the National Airspace System (NAS). Flight Service manages Flight Service Stations (FSS) in Alaska, the Future Flight Service Program (FFSP), the FAA Weather Camera Program, the Center Weather Service Units (CWSU) Interagency Agreement (IAA), the Operational and Supportability Implementation System (OASIS II) and the Contract Weather Observer (CWO) Program.
The Future Flight Service Program (FFSP) Segment 2 - Alaska Automation Capability (AAC) is the effort to expand to Alaska the automation and communications services provided by Flight Services in the Continental United States (CONUS).
The U.S. Department of Transportation’s Volpe Center (Volpe), supports the FAA Flight Service Directorate (AJR-B) throughout the execution of this program, from investment analysis through installation and implementation to final cutover of the service. One task is to support AJR-B in achieving Joint Resources Council (JRC) approval of the AAC program and includes researching and analyzing the implementation strategy best suited for the program. This work will ultimately lead to an implementation strategy decision (ISD) by the
JRC.
2.0 Description of Technical Approach
The Vendor will use its knowledge of FAA Air Traffic Operation (ATO) programs and organizations, including the investment analysis process, to formulate actionable strategic and implementation plans aimed at meeting AJR-B objectives. For each task, the Vendor will research, analyze, assess, and document relevant ACC program information.
3.0 Task areas of support
3.1 Task 1: Implementation Strategy Decision (SD).
Given the unique challenges of the Alaskan environment, it is necessary to develop a Strategy Analysis to support selection of an implementation alternative. In this task, the Vendor will research and analyze implementation activities necessary for execution of the AAC program.
Strategy Analysis will include:
3.1.1 OASIS Sustainability Analysis (OSA)
The Vendor will assess the technical and cost impacts of sustaining the OASIS system beyond the current contract end date of 2024. From a technical perspective, the hardware, software, and data exchange supportability will be analyzed to determine if any operational impacts may occur if the equipment is not replaced by FY28. Additionally, cost associated with technical refresh or other supportability factors will be identified.
Work performed under this task will include the following activities:
Perform a risk reduction analysis to create what-if scenarios for establishing a bridge contract for the automation platform in Alaska. The analysis should assess the cyber-security, automation, and other development and implementation risks for the automation platform.
Review the FIPS 199 thresholds for OASIS.
Develop meta analysis models that supports what-if analysis to quantify reduction in
Cyber Security Risks.
Develop a tool for Risk Scenarios that can help the FAA to assess the cyber-security risks for OASIS Perform Resilience Engineering analysis to understand how the complex adaptive systems in AAC can cope when encountering unanticipated events
3.1.2 Strategic Decision Plan Framework
The Vendor will design a framework to support the development of a plan for Strategy Decision for FFSP Seg 2 - Alaska Automation Program (AAP) that reduces cost and risk.
Work performed under this task will include the following activities:
Design a framework that allows AAC to develop an investment and solution deployment strategy.
This framework should support the current program when converting from concept into an implementable innovation while continuously reducing financial and programmatic risks
3.1.3 Cost and Schedule Models
The Vendor will support the development of risk adjusted cost and schedule models for FFSP Seg 2 AAC based on software size estimates for Strategy Decision and Final Investment Decision Work performed under this task will include the following activities:
Develop a set of tools that can predict the program milestone completion with a high degree of accuracy. An accuracy of 95% or higher is desirable.
The tool should be evaluated by comparing the output of the models developed by the Vendor to standard models such as SEER-SEM as well as expert judgement
3.1.4 Voice Switch/Air-to-Ground Media Gateway (AGMG) Implementation Analysis
(VSAIA)
The Vendor will analyze and document the AGMG supportability risks and identify possible solution and timeframes for the Voice Switch. (Note: An integrated IP-based Voice Communication Switch (VCS) is required for the AAC solution. The legacy Voice switch systems are nearing or have passed their End of Life points).
Work performed under this task will include the following activities:
Analysis and documentation of the supportability and risks for the AGMG Implementation
Analysis and documentation of the possible solutions and timeframes for the AGMG solution.
3.2 Task 2: Schedule Management
The Vendor must develop, track, and maintain a schedule for the entire FS directorate.
3.2.1 Program Planning Portal
The Vendor will develop a portal to track program schedules and plans.
Work performed under this task will include the following activities:
The portal shall support the tracking of activities and durations of all actions and activities performed within and for all of FS.
The portal should be flexible and customizable.
The portal should include a dashboard that provides the Program Manager with relevant information through a set of reports which describe the programs schedules and plans.
