PERFORMANCE WORK STATEMENT (PWS)
SUPPLY SEEDS FOR RESTORATION ON
SACRAMENTO NATIONAL WILDLIFE REFUGE COMPLEX
(BAER – 2021 DAIRY FIRE)
1. GENERAL: This is a goods-only contract to supply native seeds for pickup by Sacramento National Wildlife Refuge Complex for the reseeding of up to 47 acres in the La Barranca and Mooney units of Sacramento River National Wildlife Refuge (Refuge) as part of the 2021 Dairy Fire site restoration using special funding.
2. Description of Services: The contractor shall provide native seed in accordance with the species list at the planting rate specified in the SCOPE for seeding up to 47 acres. The seeds will be contained and prepared for pick-up by Refuge staff within 50 miles of the Refuge on a date to be determined and coordinated with between the Contractor and the Refuge Manager.
3. Background: This good purchase is to support post-wildfire recovery efforts following the 2021 Dairy Fire, which burned approximately 143 acres on Sacramento River National Wildlife Refuge (hereafter “Refuge”) in Tehama County, California (Appendix 1, Maps & Figures). A Burned Area Emergency Response (BAER) Plan was created to secure funding for mitigating hazard trees and restoring the fire-affected area. This plan includes reseeding up to 95 acres with native plants to prevent erosion and outcompete invasive species. Establishing native vegetation will aid the natural recovery of grassland and forest areas, allowing for passive management and conservation of future resources. Field reconnaissance in July, 2025, reduced the viable reseeding area to 47 acres. A species list for seeds and seeding rates (pounds per acre) was developed in the original BAER Plan and updated by the Refuge’s biologist and the Refuge Manager in August, 2025; the species list and seeding rates are included in this scope of work.
4. Statutory Purpose:
Sacramento River National Wildlife Refuge is managed by the Sacramento National Wildlife Refuge Complex (NWRC). The refuge was established in 1989 under the authorities of the Endangered Species Act of 1973 (16 U.S.C. §§ 1531-1544), the Emergency Wetland Resources Act of 1986 (16
U.S.C. § 3901), and the Fish and Wildlife Act of 1956 (16 U.S.C. § 742(a)-754).
This is a mission-critical contract which supports restoration efforts in a recent post-fire burn scar on Sacramento River National Wildlife Refuge as well as the National Wildlife Refuge System Administration Act of 1966 (16 U.S.C. § 668dd–668ee) and National Wildlife Refuge System Improvement Act of 1997 (Public Law 105-57). The BAER Plan for the 2021 Dairy Fire, as amended, supports the mission of the National Wildlife Refuge System to conserve, manage, and restore fish, wildlife, plants, and their habitats.
5. Objectives: River Partners (Heritage Growers) will supply native seeds to seed up to 47 acres in accordance with the Refuge’s BAER Plan of 2021.
6. SCOPE: Heritage Growers will supply native seeds in containers on pallets to be picked up by Refuge staff. The native seed species and strains are to be from the list below with quantities as shown to seed up to 47 acres. Substitutions are allowed within this species list with written pre-approval from the Refuge Manager and with the equivalent relative quantities and local strains. The optimal species, strains, and quantities for the Dairy Fire scar site are as follows:
1. Elymus triticoides, creeping wildrye, Yolo Bypass, Yolo Co., 5 lbs/acre x 47 acres = 235 lbs
2. Elymus glaucus, blue wildrye, Cosumnes River Preserve, Sacramento Co., 4 lbs/acre x 47 acres = 188 lbs
