1.0 INTRODUCTION / BACKGROUND

This Statement of Work (SOW) outlines mission engineering, spaceflight enabling, mission support, and advanced technology services to be acquired by the National Aeronautics and Space Administration

(NASA).

The Flight Operations Directorate (FOD) and its supported affiliate organizations comprise approximately 2,500 individuals, including flight controllers, mission planners, trainers, astronauts (domestic and International Partner), flight directors, engineering support, and administrative staff supporting commercial, external, and international partners. FOD’s core mission is to plan, train, and execute human spaceflight missions, including those aboard the International Space Station (ISS), Artemis, Orion, Moon Base, and future endeavors, while advancing human-rated launch systems.

This SOW spans the flight support requirements of NASA/JSC for the benefit of its external customers and partners, including, but not limited to, other NASA centers, International Partners, other Government organizations, and affiliated commercial enterprise partners.

This contract will provide mission concept development and formulation studies; systems engineering and discipline engineering services; spaceflight enabling and mission operations support; specialized information technology (IT) and end-user support services; software development and sustainment; and advanced mission research and development (R&D) support.

This acquisition will be conducted under a multiple-award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with Firm-Fixed-Price (FFP) task orders and is designated as a total small business set-aside under NAICS code 541512, size standard [SIZE STANDARD].

The Government's objective for this contract is to establish a pool of qualified small business contractors capable of competing for and performing FFP task orders across the full range of functional areas described in Section 5.0.
