About this file

This file is an instruction document and template for oral abstract submissions to the DARPA Research Solutions Opening (DARPA-PA-26-08). The document provides guidance for IPA candidates and researchers from accredited U.S. colleges and universities who are submitting proposals to address DARPA's technical challenges. The oral abstract serves as an initial presentation mechanism allowing proposers to articulate their research ideas and qualifications before full proposal submission. The template specifies formatting requirements, presentation structure, and content expectations for the abstract delivery, including sections for research objectives, technical approach, expected outcomes, and relevance to DARPA's mission areas. Proposers are directed to follow specific page limits, font specifications, and organizational guidelines to ensure consistency and clarity in evaluations.

The instructions emphasize that oral abstracts must clearly communicate the innovation and feasibility of proposed research while demonstrating how the work addresses identified DARPA focus areas. Evaluation criteria typically include technical merit, potential impact, researcher qualifications, and alignment with defense and national security interests. This submission format allows DARPA Program Managers to efficiently assess a larger volume of proposals and identify the most promising concepts for advancement to full proposal development. The template serves as the standardized format for all submissions under this solicitation, ensuring all candidates present information in a comparable manner for fair evaluation.

ABSTRACT GUIDELINES: Use of this template is required to request the scheduling of an oral abstract. Proposers must include all information in this template to constitute a fully conforming oral abstract request submission.

Page Limit Requirement: Abstracts shall not exceed the three required documents listed below:

· Abstract Coversheet

· Certification Statements

· Abstract Summary Slide

Formatting Requirements: All of the above submissions must be typed in English on 8.5" by 11" pages using a 12-point font with 1" margins all around. 8 or 10-point fonts may be used for figures, tables, and charts. Do NOT include elaborate brochures or marketing materials.

Content Requirements: Content requirements are noted in blue font under each section of the abstract template. Proposers should delete all content requirements before submitting the abstract.

Submission Requirements: Abstract submissions must be submitted in PDF or Microsoft Word formats. The recommended file naming convention is “Organization Name_DARPA RSO Abstract.” All proprietary information should be appropriately marked. NOTE: "Confidential" is a classification marking used to control the dissemination of U.S. Government National Security Information as dictated in Executive Order 13526 and should not be used to identify proprietary business information.

To request that an oral proposal be scheduled, the abstract cover sheet, certification statements, and abstract summary slides (UNCLASSIFIED) must be submitted via DARPA’s Broad Agency Announcement Tool (BAAT). Please visit the Proposer Instructions and General Terms and Conditions for specific information regarding submission methods through BAAT. Please note, BAAT is a method of secure transmission for CUI documentation. Submissions sent through other mediums, channels, or after the prescribed deadline will not be accepted. Comment by Mack, Jennifer (contr-i2o): We just need to make sure this is consistent with Section 3.1 of the BAA.

ATTESTATION STATEMENTS

Submitters must also include the following statements attesting to the below on a separate page:

· No individuals on the submitter's team are currently performing services for DARPA as Systems Engineering Technical Assistance (SETA) contractors, Advisory and Assistance Services (A&AS) contractors, or similar support services, as DARPA has a policy prohibiting SETA and A&AS contractors from simultaneously serving as technical performers. See Section 4, subsection IV, for additional eligibility requirements.

· All Principal Investigators nominated as IPAs are U.S. citizens, and all institutions associated with the abstract and full proposal (if requested by the Government) are U.S. institutions.

· The proposed concept is applicable to at least one research thrust area described in Section 4 of the RSO. Further, the abstract identifies the Technical Office and Thrust Area under which the proposed research falls.

· The proposed concept is relevant to DARPA’s current investment portfolio and the RSO thrust areas. DARPA's current research areas are found at https://www.darpa.mil/research/programs.

· The proposed concept investigates an innovative approach capable of enabling revolutionary advances, rather than primarily resulting in evolutionary improvements to the existing state of practice.

· The proposed research has not already been completed (i.e., the research element is complete, but manufacturing/fabrication funds are required).

· DARPA or another Government agency: (1) has not previously funded, (2) is not currently funding, and (3) has not provided a positive funding decision for substantially the same proposed concept as the submitter’s proposed research.

Abstract Summary Slide image1.png image2.svg Distribution Statement 1 Proposed Technical Approach • How the approach addresses the thrust areas of the RSO program. • Why your approach’s key innovation will succeed where others have failed. • Most significant limitation to your approach and how you will compensate. These bullets, combined with the graphic below, should clearly convey what is proposed. Technical Rationale • State your goal using absolutely no jargon. • Summarize how you will accomplish technical goals . • Describe how progress will be measured. • Identify major technical risks and describe mitigations. Team organization, Milestones, and Schedule • Show the proposed team organization • Summarize technical milestones ( intermediate , phase, and end‐ of - performance milestones) • Compact illustration of project schedule Title: Research Title Name of Educational Institution PI: Title Firstname Lastname (xx% LOE) Subcontractors: Name Replace this image with a GRAPHIC representative of the proposed technical approach Total Phase 3 Phase 2 Phase 1 Summary Proposed Please summarize cost per phase in the table below SAMPLE • Ensure the estimate is realistic and supported by the technical details provided in the abstract. At a minimum, the proposed price/ROM should include a high - level description and estimate of the resources required to accomplish the proposed effort, including labor categories, number of labor hours, types and quantities of materials, and other significant price drivers. • DARPA recognizes that undue emphasis on the ROM/Price Realism may incentivize submitters to offer low - risk concepts with minimal uncertainty or to staff the effort with junior personnel to be in a more competitive posture. DARPA discourages such strategies.
