About this file

This is a Technical Specification and Warranty document for the Next Generation Surface Search Radar (NXSSR) system, Solicitation 70Z04426RC2PL2503, issued by the U.S. Coast Guard under the Department of Homeland Security. The document establishes minimum required specifications (thresholds) and preferred/desired capabilities (objectives) that contractors must meet when submitting proposals for new radar systems and related equipment.

The specification covers comprehensive hardware, software, and performance requirements across multiple categories. Hardware specifications include flat panel displays (19, 24, or 27 inches), Stand-Alone Operator Positions (SAOP), multi-mission consoles, X-Band and S-Band antenna turning units with solid-state transceivers, IMO processor units, and ice radar processors for icebreaker vessels. Key performance requirements mandate IMO Type Certification, detection and tracking capabilities for minimum 60 radar targets at up to 150 knots, minimum 240 AIS targets, sector blanking functionality, and operational availability of at least 99% monthly. Environmental compliance standards include operation across temperature ranges (-25°C to +55°C externally, -15°C to +55°C internally), 95% humidity tolerance, shock and vibration requirements per MIL-DTL-901E and IEC 60945, and electromagnetic interference compliance. The system must interface with navigation equipment via NMEA 0183, NMEA 2000, and IEC-61162-450 protocols; provide SDK/API interfaces for Command and Control systems; and support encrypted AIS (EAIS) message decryption with AES encryption support. Display presentation requirements comply with IMO MSC.191(79) and IEC 62288 standards, with minimum 1280x1024 resolution and color coding per IEC 62288 Annex A. All proposed items must be new (not used, refurbished, or gray market), manufacturer-warranted, and accompanied by editable technical manuals and LORA (Level of Repair Analysis) documentation. Contractors must respond to each specification with "Meets" or "Does not Meet" and reference proposal volumes where detailed information is provided.
