STATEMENT OF WORK
For Multi-functional Low Temperature Unit
11 April 2024
AFPET
1. SCOPE OF WORK: This requirement is for the procurement of a two (2) meters to determine viscosity, density, cloud point and freeze point. Utilizing ASTM methods D7042 for viscosity, D4052 for density, D2500 for cloud point and results equivalent to D2386 for freeze point. These analyses will be performed at the Air Force Petroleum Agency’s Aerospace Fuels Laboratories at Wright Patterson AFB, OH for the purposes of Government Lot Acceptance Testing, Shelf-Life Extension Testing, product Qualification testing to meet military specifications, testing to support Safety Investigation Board requests, and other special request testing to support mission needs of the DoD.
2. TECHNICAL REQUIREMENTS: This document covers the purchase, warranty, shipping of two
(2) meters to determine viscosity, density, cloud point and freeze point.
2.1. Applicable Documents: A copy of ASTM D7042, D4052, D2500 and D2386 may be obtained by writing ASTM International, 100 Barr Harbor Drive, PO Box C700, West Conshohocken, PA 19428-2959; by telephone at 610-832-9255; by e-mail at service@astm.org; or through the ASTM website at www.astm.org.
2.2. Requirements/Salient Characteristics: The meters must possess the following features:
Must be an automatic kinematic viscometer with multi functional parameters to determine viscosity, density, cloud point and freeze point and able to carry out the necessary analyses as prescribed in the test methods.
The instrument must be fully automated and include:
• a. The ability to change and hold testing temperatures between -60°C and 100°C.
• b. The ability to perform test method D7042 and include the reporting of bias corrected results for ASTM D445.
• c. Compliant with the testing of petroleum products to include jet fuel, diesel, hydraulic fluid and lubricants.
• d. Provides kinematic viscosity, density, cloud point and freeze point in one run of a sample.
Include the main unit as well as the chiller unit to reach low range testing temperatures down to -60°C.
Include a compatible data collection/storage system with all software required for instrument operation, as well as collection, analysis, and storage of results.
Supplied with all accessories required for installation and operation.

Include all manuals and instructions for operation, backup discs of all required software, and any calibration/certification documents.
3. Installation:
The instrument purchase must include complete on-site installation, familiarization training of laboratory personnel, and test runs to ensure proper operation and ready to use status for all test methods.
4. DELIVERY: Contractor shall deliver the meters as stated above in para. 2.2, to AFPET within 90 days of contract award. The instrument must be delivered with all manuals and instructions for operation, backup discs of all required software, and any calibration/certification documents.

4.1 A Point of Contact (POC) will be identified in the schedule of the final awarded contract who will be responsible for coordinating delivery.
5. SHIPPING: Contractor shall ensure all pieces are fully operational and in good, working condition before shipping to 88th SFS. Contractor will securely package and insure shipment
6. WARRANTY: The product shall be free from defects in material and workmanship upon delivery.
A warranty shall be honored by the Contractor for all items delivered for this requirement for at least one
(1) year after receipt under normal and proper use in accordance with the user manual.
7. QUALIFYING COUNTRY PRODUCTS: All products delivered to satisfy these requirements shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.
8. INVOICE AND PAYMENT: The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line-item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, defective. The invoice shall be submitted to the Wide Area Workflow (WAWF) in accordance with the terms of the final contract award.

9. DELIVERY PROCEDURES COMMERCIAL VEHICLES:
9.1. All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:
9.1.1. Step van/panel truck
9.1.2. Tractor/trailer, box and flatbed containing cargo
9.1.3. Tanker trucks
9.1.4. Box truck
9.1.5. Tour buses
9.1.6. Garbage/recycled waste trucks
9.1.7. Concrete trucks/mixers, dump trucks
9.1.8. Cranes, recreational vehicles, petroleum tanker
This inspection will be conducted at Wright-Patterson AFB Gate 26A.
9.2. The following are exemptions to vehicles utilizing the CVDG:
9.2.1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list shall be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
9.2.2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.
9.3. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
