About this file

This is an Excel-based Land Use Land Cover (LULC) Survey Response document from the State of Florida Department of Environmental Protection (FDEP), specifically related to Request for Information (RFI) 2026002. The file contains detailed instructions for survey participants to comprehensively review and evaluate land use classification codes across multiple levels, with guidance on how to assess the need for specific land use and land cover classifications. Participants are asked to methodically review each classification group, providing thoughtful responses about the necessity of various land use codes, with a May 2nd submission deadline to Kristine Morris.

The survey is structured to help FDEP refine its land use classification system, requesting respondents to score the need for different classification codes and cover codes, with particular attention to granular details such as residential density, urban environments, and specific land use types. Respondents are instructed to be discriminating in their assessments, understanding that their feedback could potentially eliminate or modify existing land use classifications. The scoring system includes a NEED SCORE and COVER CODE SCORE, which will help evaluate the importance and utility of each classification, with the caveat that these scores are not intended to be final decisional criteria but rather a tool for considering responses to the RFI.

READ ME - INSTRUCTIONS

1. Answer all questions on all tabs for every line. No line should be blank. For each response column, read the definitions in the column header to make sure you know what each answer is intended to mean.
2. Be thoughtful and discriminating. That means do not say you need something cause it would be "nice to have" for a speculative use. If you select yes, you must have a specific use for that data in mind. That said, if you say no, that LULC Classification may be eliminated and no longer used. As such, think about these carefully.
3. More specifically, if you select no on a level 3, it is likely that the land use would be classified as a level 2 in the future. Similarly, if you select no on a level 4, it is likely that the land use would be classified as a level 3 (if you noted that as a yes) in the future. Look up at the level 2 or 3 associated with that level 3 or 4 to make sure you think that is sufficient.
4. Recommend filtering by Classification Group (column B) to see one group at a time. There are 9 groups. Other filters may also help you.
5. Color code and Column A help you identify and visualize which codes are level 1, 2, 3, or 4.
6. Black highlighted cells mean you do not have to answer for that cell.
7. When asking if the land use needs a separate cover code, what you should consider is the different parts of that land use. For example, for fixed single family units or commercial/institutional structures, do you need grass area delineated from impervious areas or home/building? Be thoughtful and discriminating here too. If you say no, we may eliminate land covers. Examples of land covers not in the FLUCCS include: ‘1940: Grass Surface’ and ‘8360: Treatment Ponds.’ As another exmple, think about a marina over water. Land use may have been identified as water or marina, but would it be helpful to identify it as a marina land use and water land cover?
8. In the comments field, you can include personal notes and thoughts, but we also ask that you include the name of any other datasets you use for that LULC classification. E.g., if you use FSAID instead of LULC agricultural codes, note that. We may consider using other datasets as QA tools or we may find ways to integrate that dataset directly. Comments are not required for every line.
9. There are two places where the LULC descriptions have * next to them. These denote that there is a single code with TWO different narratives. One combines two different LULCs into one. The other narrows the scope of the LULC. Where you see an *, you may want to compare to the adjacent code to identify your preference.
10. Save your file with your name in the file name and email to Kristine Morris by May 2. If you need additional time, no worries, just let Kristine know. Kristine will aggregate the information from each respondent.
